On January 31, Governor of the Moscow Region Andrey Vorobyov delivered an annual keynote address to the residents of the Moscow Region “Our Moscow Region. Leadership is reality." The event took place at the Government House of the Moscow Region.

The ceremony was attended by members of the Government of the Moscow Region, heads of local self-government bodies of municipalities, deputies, representatives of law enforcement agencies, heads of traditional confessions, public figures, including heads of the Public Chamber of the Moscow Region and municipal public chambers, figures of culture, science, art, representatives business community, leaders of the media in the region.

Dear friends, colleagues, associates!

Four years ago, before entering this stage for the first time, we asked in different parts of the Moscow region what our region should be like.

The vast majority of residents, the most ordinary residents, and those who occupy prominent positions, told us that the Moscow region traditionally, historically deserves to be the best in everything.

Based on this, our first program document was born - "The Ideology of Leadership". As you know, easier said than done. And each of us knows from our own experience that if you set a goal, if you go towards it persistently, enthusiastically, then there will definitely be a result.

To some, three years ago, our leadership ideology seemed like a fantasy, to others, a distant dream. I am grateful to everyone who supported us and united around this idea. First of all, these are residents, heads of municipalities, deputies, just caring people. And even those who had doubts at the beginning are now actively involved in the work. We work together to make leadership a reality.

The desire for leadership is not empty words, not empty ambitions - it is a direct projection of the President's policy. “The leadership and competitiveness of the state largely depend on the desire of everyone for development, for personal growth. We must constantly improve our professional skills, explore new areas, focus on the most advanced requirements and standards.” This is what our President says, this is the philosophy of our team.

The Moscow region is a special place. In different eras, the fate of the Motherland was decided here. Sergius of Radonezh blessed Dmitry Donskoy for the Battle of Kulikovo. On the Borodino field, we defended the future not only of Russia, but of the whole of Europe. Here, 75 years ago, the defeat of fascism began with a counteroffensive.

Today is a different time, and our generation has different challenges of its own. We need our breakthrough. In what? The Moscow region should enter the top five in all key areas of human life. Safety and health, education and ecology, roads and the quality of housing and communal services, effective public administration and a favorable investment climate.

From the first day we understood that to solve all these problems, to provide leadership is not an easy walk. Today the Moscow region is the second largest region of the Russian Federation. 7 million 400 thousand inhabitants, and every year we become almost 100 thousand people more. In the summer, at least two million summer residents come to us.

Few people know that in 2012 we had 30,000 large families, and today we have 55,000. Every year more than 40,000 children come to our schools. Every year plus 40,000 children go to our schools, and 100,000 cars are added. I say this to the fact that we are all entrusted with managing a large, complex, growing system.

We must respond to all these changes in time, each at his own level, to make effective management decisions. Only then can we provide real leadership, and each person, in some way, will feel a change for the better.

Of course, we are well aware that there are areas where we are far from being champions. But we have obvious successes, and they inspire us. They inspire you to move forward, to further implement your program. I want to tell about them.

Every region and every person wants to live richly. Therefore, our priority is the economy and investment.

Today, the Moscow region is in the top three in terms of gross regional product - 3 trillion rubles, while our neighbor has 13.3 and 13 - the gap is still huge, despite the fact that, it would seem, only the Moscow Ring Road separates us.

In terms of per capita income, we were seventeenth in the country, and now we are fifteenth. It is important that in difficult times we managed to maintain growth. Over the year, the industry added almost 14%, consolidated budget revenues grew by 9% - we added 44 billion rubles to the budget.

We are grateful to everyone who has contributed to the economy of our region, especially the flagships - Sberbank, Aeroflot, Sheremetyevo, our defense and space industries. We are faced with the task of adding and increasing budget revenues every year. Our goal is a trillion. Only then will we enter the top five in terms of wealth per person, per inhabitant.

As we understand it, a trillion will not appear out of thin air. Only a favorable business climate and better business conditions will allow us to achieve this result.

Today we are one of the leaders in terms of investments in fixed assets. Over the past year, investments in the region's economy amounted to 700 billion rubles. But for more dynamic development, we need more. I want to once again invite all investors, business: welcome to the Moscow region.

Let me emphasize that many experts and economists give us the second place in the country in terms of investment attractiveness. In many ways, this became possible thanks to partnership, cooperation with public organizations, with the Agency for Strategic Initiatives. It is this dialogue, this partnership that makes it possible to remove administrative barriers and, accordingly, to promote business development.

The world's leading companies - Bosh, Mars, Danon, Valio, John Deere - do not just work in the Moscow region, but expand their production. For three years, 53 companies from 15 countries have invested in the region.

We are the only region where three free economic zones operate today - Stupino, Dubna, Fryazino. But, besides this, during this time in each municipality we tried to create our own industrial industrial site - 51 industrial parks. In order for enterprises, in order for factories to grow in every municipality.

To do this, we must create all the necessary conditions in terms of infrastructure provision. And we are implementing such a program.

It is very pleasant that the free economic zone in Dubna - 180 hectares - today is all scheduled for production, for 42 enterprises. And for the first time this year, we are expanding it geographically by 30 hectares in order to be able to invite other new competitive enterprises.

I instruct the Ministry of Investments to continue a persistent, intensive campaign to promote our unique conditions, and I ask the heads of municipalities to continue to work personally with investors.

Last year we set the bar - three new investment projects in each territory. And many heads who dealt with it directly coped with this task.

Another advantage of ours is science cities. Although, I must admit, we still cannot fully unlock their potential.

I ask the Ministry of Investment to submit an action plan for each science city. Here, of course, we need the support of federal agencies. But the scientific developments that exist in our eight science cities should work for results.

We have substantive specific plans for two territories - Zhukovsky and Pushchino. I believe that a well-thought-out, competent roadmap should be implemented in every science city.

A favorable business climate is important not only for large, but also for small businesses - for those who are just starting their own business or taking their first steps. We are one of the leaders in terms of the number of small businesses. Last year we added 7,000 small companies, of which 2,000 are in the manufacturing sector.

We have a set of nine support measures. It's good, it's important, it's used by small businesses. But today, in order to get this money, you need to collect a hefty bundle of documents from 200-250 pages. A 250-page document is often too much for small businesses.

We need to simplify the submission of documents and make it so that every entrepreneur can apply to the MFC and get help. We have already done this with the issuance of licenses for alcohol, the provision of medical services and taxis. That is, when receiving subsidies, the official should not stand between this application review process. Only an automated system, only the MFC will allow us to achieve prompt, convenient and, most importantly, transparent consideration of these applications.

Agriculture. The region ranks fourth in the country in terms of milk production. We produce 640 thousand tons of milk. At the same time, companies such as Danone, Campina, Erman, the Dmitrovsky Dairy Plant operating here process twice as much. Accordingly, we have a serious potential for the development of this industry.

At the state, at the federal level, there is a program to compensate for 35% of capital costs. I draw the attention of the Ministry of Investment and the Ministry of Agriculture to the fact that this year we must definitely start implementing a large project of the Vietnamese company TH-Milk, which is due to enter the site in May-June this year. I ask you to accompany this personally.

We are launching the reconstruction and modernization of decommissioned dairy farms. Driving through the Moscow region, you can see abandoned farms in various municipalities. We have allocated funds - about 160 million rubles - to breathe life into all these dairy farms. And, the best part, we already have investors in this direction today.

State support for the construction of greenhouses spurred business interest. We are implementing such projects in Kashira, Noginsk, Lukhovitsk districts. In addition, in 2017 we are doubling the maximum grant for start-up farmers to 3 million rubles, and for livestock farms from 22 to 43 million rubles. The demand for such support is notable - about 100 enterprises apply every year to take part in the program.

Today, the Moscow Region is one of the top three cheese producers. I propose to open and implement a new program that will make it possible to compensate for 20% of the capital construction costs for those who build new cheese factories. The market allows us to develop this area very, very actively.

For a person, the most valuable result of industrial, agrarian, investment policy is work close to home. We talk about this every year, and every person understands: it's great when there is work where you live.

In total, in the region every year we manage to create about 50-70 thousand jobs. We have already created 250 thousand jobs. Today, fewer people have to go to work in Moscow every morning in any weather.

On the example of the urban district of Kashira, this is very noticeable. When four projects are being implemented - the construction of greenhouses, and the Cherkizovsky meat processing plant, and the Kristall plant expands, launches its activities, and a new enterprise that processes chips - the situation changes dramatically. People plan to work where they live, and not to travel to Moscow every day.

There should be more such examples. In every municipality, we must ensure such visible, significant changes.

Work, career, prosperity - this is very important. But there is a thing that, as people say, money cannot buy. This is health. That is why many presidential decrees are aimed at saving the people and contain absolutely specific indicators that guide our work.

Here we have important and notable achievements. Infant mortality was reduced by one and a half times - up to 4.6 cases per 1,000 births. This is the level of the leading countries of the world - such as Canada, Portugal, New Zealand.

Last year we opened new modern maternity hospitals in Stupino, Pushkino and Balashikha. In each of them full-fledged departments of resuscitation and nursing of newborns are created. It is made to the latest standard. Now our state maternity hospitals are not inferior to the best private clinics.

In 2013, about 9 thousand women in labor had to leave for Moscow in order to receive this service - to give birth. Today the situation has changed dramatically.

We will be able to truly claim leadership when we open five perinatal complexes - in Naro-Fominsk, Shchelkovo, Kolomna, Sergiev Posad and Ramenskoye. The construction there is completed, and today the equipment is being adjusted. I think that we can start accepting the first births from May-June 2017. I think this will be a breakthrough and a turning point.

Moreover, our women will not have to travel to another region - to Moscow. Our doctors are ready to provide the most modern services in these perinatal centers.

Decent dynamics in the treatment of cardiovascular diseases. This is also a specified indicator and also a problem for Russia - strokes, heart attacks. We annually lost 878 people per 100,000 people. It was possible to reduce this figure by 40% - 638 per 100 thousand. This is the result of the work of 22 vascular centers and departments. Let me remind you that before there were only six of them, and experts and many people know that every minute is precious here. Such centers and specialists who provide prompt service can save lives.

Another area in which we must ensure results is oncology. At the end of this year, we are opening two high-tech centers for diagnostics and treatment - in Balashikha and Podolsk, we will hand them over in the third quarter. We are preparing for the opening, the construction has also been completed, we are testing the equipment of a large oncological surgical building, and the old one is being repaired in order to put it in order.

In the fight against serious diseases, not only treatment is important, but also early diagnosis. A good result gives a new system of medical examination. We organized examinations at a convenient time - on Saturdays. I thank the doctors who treated this with understanding.

We examined 1,200,000 people, and in 160,000 cases various kinds of deviations were found. This means that many will be able to prevent the development of any serious chronic diseases.

We are trying to make the system of medical care modern, convenient for patients, remove queues from polyclinics, remove old registries, bars and paper cards.

All 147 children's polyclinics and 72 antenatal clinics now have an electronic medical record. This year, we will introduce electronic cards in all adult polyclinics, and we will continue the program of overhaul of facilities that began last year. Already repaired 117 out of 300 in need of it.

Work is underway in the central city hospitals in Korolev, Orekhovo-Zuevo, the Lyuberetsky district hospital, in the city clinic in Krasnoznamensk, in general, where repairs have not been done, in fact, never since the construction of these institutions. At meetings with residents, this program was supported, we allocated about 10 billion rubles for a three-year cycle. Thank you, the deputies of all factions agreed, and today this program is being actively implemented.

We understand that in matters of healthcare, not just walls are important, but scarce specialists in demand. We are actively working to invite the best specialists, the best doctors to work in the Moscow region. We have conditions for work that are not available in other regions. Social mortgage: the region, at the expense of the budget, fully pays the cost of the apartment, and the doctor pays only the interest on the loan. In 2016, 158 people took advantage of the program. In 2017, there will be 350 specialists, doctors who will receive apartments on a social mortgage.

By the way, we are implementing a similar program for teachers and young specialists - scientists. This program - the program for purchasing an apartment on a preferential mortgage - is also in great demand there.

We were able to raise salaries twice for our healthcare workers last year. This year, doctors and medical staff will also receive an increase. In general, we are strictly pursuing an increase in wages as part of the implementation of the Decrees of the President and compliance with the road map.

The result of all these efforts was an increase in average life expectancy by two and a half years. Today, in the Moscow region, the average life expectancy is 73 years. We are ranked 14th in Russia. The first is Ingushetia, where the average life expectancy is 80 years, among the leaders is Moscow - 77 years. In order to enter the top five, we must achieve a life expectancy of 75-77 years.

This is our task facing doctors and healthcare. Here - equipment, diagnostics, attention to the patient, of course, will give these results in a tangible perspective.

Another important area in the social sphere is caring for people with disabilities. In 2016, together with public organizations, activists, and mothers, we created 10 rehabilitation centers for disabled children. Initially, Oksana Pushkina was engaged in this, in Ivanteevka an active group initiated this project. Unfortunately, before the start of this program, mothers with disabled children were often forced to pay attention to them, to develop them in a two, maximum, three-room apartment without equipment, without specialists.

Such a program – the launch of 19 new rehabilitation centers for children – we are already implementing and will complete in 2017. It is very important.

All over the world, an effective rehabilitation system prolongs a full and active life. It was decided to create a modern rehabilitation center on the basis of a sanatorium in the Pushkinsky district. I invite all leading insurance companies to cooperation.

Equally important is the full integration of people with disabilities into society. An accessible environment is not just about building a ramp. We were among the first to start testing the route of movement of people with disabilities in cities, assessed the obstacles in their path.

This year, all tested routes must be properly equipped. The next step is to ensure the availability of services and train staff. Schools, kindergartens, sports complexes, road works - today we build, modernize, repair, taking into account the requirements of an accessible environment. To ensure that there are no barriers that do not allow a person, in particular, to move normally in a wheelchair. It is clear that this is a lot of serious work, but we try to meet all the standards.

Four years ago in the suburbs there was the longest line in kindergartens. Today we managed to deal with it. This does not mean that we have stopped building kindergartens. Simply, if earlier we built 100-110 kindergartens, now we have a rate of 30-35 per year.

Now we are facing another task, about which the President tells us, this is the elimination of the second shift, the accelerated construction of schools. In 2017, we will build 27 of them. They are listed here on the slide. Every year we solve the problem for 10,000 children who study in the second shift. We have the most difficult situation in Ivanteevka, Lytkarino, Kotelniki and the Volokolamsk district - there in the past and this year we began to build schools and annexes to them. The goal for this year is to reduce the share of students in the second shift to 5%, and by 2020 almost completely solve this problem. We should completely solve the problem of the second shift from about the level of 10%.

Of course, somewhere parents say: “Leave us alone, we have such a teaching staff, they give such an amount of education that after grades 5-7 our children are ready to study on the second shift. It's a very good school." But our task is to ensure that other schools are no worse, and after 14 hours the children can engage in self-development, creativity, and sports.

We maintain leading positions in the country in terms of the quality of education. The number of “hundred-pointers” of the Unified State Examination in Russian, history, and foreign languages ​​has increased by 25%. This is an objective indicator. Our graduates are among the best in the country.

A quality secondary education is not just about grades. This is in line with the demands of the labor market. Our regional team took 2nd place in the national championship of working professions "WorldSkills". This year, we will open the Interregional Competence Center for the whole country - an educational center where they teach working specialties. This center will be created according to all world advanced standards.

There will be seven such centers in Russia, ours will be in Korolev. By the way, in the winter session in colleges and technical schools, the guys have already passed exams according to the WorldSkills system. This means that they can already show their specific practical skills there.

Last year, we increased the number of students who study within the framework of contract-targeted training, they became 5,270. Already during their studies, the guys prepare themselves for work at specific enterprises, get acquainted with the requirements of the employer, get rid of the need to look for work after receiving a certificate and taking exams.

Today, our partners, enterprises that allow them to gain practical skills - RSC Energia, Tactical Armament Corporations, MOESK, Knauf, many private foreign and domestic companies invite children to work as students. This year, at least 7,000 future specialists will begin professional training.

In the field of higher education, Phystech has traditionally been the leader in the Moscow region. Last year, we successfully opened a division of MGIMO and strengthened our positions among the humanities. An important achievement was the entry of our regional university in Dubna into the top 100 universities in the country.

But students in Korolev, Orekhovo-Zuyevo, Mytishchi, Kolomna, where our higher education institutions are located, also want to study at the best universities in the country. Our task is to achieve this together with the rectors and faculty. I instruct the Ministry of Education to prepare an action plan that will make it possible for our educational institutions to become leaders as well.

The quality of human life is determined by many factors. And culture plays a very important role here. In Moscow there is the Bolshoi Theatre, in St. Petersburg there is a beautiful Mariinsky Theater. In the suburbs there is the Provincial Theater, there is a Youth Theater. What unites them? They are united by the fact that both there and there the halls are full. With the advent of both Nonna Grishaeva and Sergei Bezrukov to the leadership of these groups, theaters, the halls are always full. I want to thank you for the effective creative work of you, the people who allow you to look at the best classical works.

We know that cinema is an important element of leisure for children and adults. Last year in Elektrogorsk, Khotkovo, Zvenigorod, Shakhovskaya we started showing films on the most modern equipment and in good, modern halls.

We see how many children want to study in children's art schools. Therefore, for the first time in 20 years, we renovated 11 of them, and in Klin we built a new school building. We will continue this program. We will build and overhaul five more art schools and 11 recreation centers. Here, on the slides, their addresses are indicated.

Last year in Pushkin we had a tragedy - the famous regional music college named after Prokofiev burned down. This year we will build a new building that will house not only the college, but also the children's art school. I also ask the building block to implement all these procedures in a timely manner.

We negotiated with residents about the improvement of parks. At the start, we had 25 parks, and many of them are in an extremely neglected state. Today there are 82 parks with lighting, paths, benches, and a development plan. And most importantly, these parks are filled with people - mothers with prams, and children's laughter. And often parks work not only in summer, but also in other seasons, in particular, in winter.

We have real places of attraction. In Odintsovo, Larisa Lazutina's track is very popular. Thanks to a private investor, the amazing Meshchersky Park is in great demand.

I am sure that in every municipality there should be such a kind of "pearl". I ask the heads to pay attention to this. In every city, in every municipality, there should be some special attractive, well-maintained places that would also be the hallmark of this or that city, this or that municipality.

We are doing a lot of tourism development. In Istra, Kolomna, Sergiev Posad - the most popular tourist destinations - good hotels are needed. Objectively, they are missing. To do this, I propose to compensate businesses for infrastructure costs in the construction of new hotels. I ask the Ministry of Investment and the Ministry of Culture to develop an appropriate program.

Today, often coming to our cities, tourists cannot stay and are forced to arrive early and, while it is light, leave Kolomna, Sergiev Posad. It should not be. There should be places where groups of tourists, including foreign tourists who explore the Moscow region and enjoy traveling, could stay.

We are reformatting libraries near Moscow into full-fledged centers of culture and leisure, where children, parents, and young people will go. This year we will open the first ten such centers. The library in the old format is, of course, important, good, but it does not meet modern requirements. And today there is a huge demand for it to be a leisure center with everything you need - the Internet, the opportunity to communicate, gain knowledge from the lecturers who come to these centers. Therefore, we re-equip them and make them modern.

Moscow region is a sports region. At the Olympics in Rio, 45 athletes from the Moscow region brought the country 15 medals.

These successes, of course, are associated with the development of mass sports. We have built 86 sports facilities, including the completion of three long-term construction projects in Dolgoprudny, Shakhovskaya and Mozhaisk. In many cities, modern swimming pools and ice arenas appeared for the first time.

In many of these complexes, everything is scheduled from 7 am until late at night. But, unfortunately, not everywhere. I set the task for the Ministry of Sports and the heads to ensure efficient loading at all sports facilities, and, most importantly, there must be transparency in this loading. And transparency is an open timetable at the entrance of all sports complexes: where, what groups, when they practice.

I support the chapters that find time in the work schedule of FOCs for the so-called “good hours”. A convenient time for free classes for children from low-income families, orphans, the older generation. I ask everyone to consider this successful experience.

This year we are launching the Central Stadium program for the first time. Let's put in order the main arenas of Kashira, Korolev, Orekhovo-Zuev, Losino-Petrovsky, Elektrogorsk and Sergiev Posad district. Central stadiums, where a lot of important iconic events traditionally take place and where children can train throughout the year.

Dear Colleagues!

Everyone is worried about traffic jams, the lack of parking, the quality of public services, the state of transport and roads.

It is fundamentally important for us that any trips of our residents by public transport are comfortable and affordable. For 4 years, we have launched 2.5 thousand new buses on the routes - this is exactly half of the Mostransavto fleet - and 96 electric trains. Such renewal of the park in the history of the Moscow region was not carried out.

What pleases us: all the rolling stock is produced at our factories - in Demikhov, Likino-Dulyovo and Mytishchi. We will continue to update public transport, every year we purchase about 500 buses and about 25-27 trains.

In addition, this year we are creating a regional system that, through GLONASS, will make it possible to control compliance with routes and schedules. Each passenger, if desired, will be able to look on his smartphone when the bus arrives, when the train arrives.

An important, and most importantly, convenient achievement is the Strelka map. About 920 thousand people use it every day. Since January 1, 2017, a new system of discounts has been introduced: “the further you go, the less you pay”. This year the map will work everywhere, on all routes. And carriers that refuse this to passengers, unfortunately, there are still such cases, will not work in the Moscow region.

One of the key areas is road construction. We promised to build two dozen of the most problematic railway crossings, 15 are already ready. Thanks to the builders, they delivered the work on time, did not disappoint.

Just last year, we opened six overpasses: Stupinsky district - two, Khimki, Solnechnogorsk, Dolgoprudny, Chekhov district, we built 28 roads in 2016, including the long-awaited Southern bypass of Podolsk. These are the facilities that we were able to build thanks to the implementation of the Presidential Program for the Development of the Moscow Transport Hub.

This year we will complete the second stage of the Sergiev Posad detour - we will unload the city center for pedestrians and tourists. The plan includes the implementation of the third stage of the construction of the Sergiev Posad bypass. Then we will be able to make Red Army Avenue pedestrian, at least in the city center.

We have begun the reconstruction of the Starosheremetyevskoye Highway, we will introduce overpasses in Dolgoprudny - the Vodniki platform, in the Ruzsky District - on the Moscow-Borodino-Tuchkovo highway, we will begin construction on the fifth kilometer of the Balashikha-Saltykovka highway.

We started building a bridge in Dubna. When I was in Dubna, I can safely say that the bridge in Dubna, no offense to our scientists, was much more expected, I got the impression than a new element in the periodic table. Of course, merit in science is also important, but, in fact, the bridge paralyzed this science city, and, in fact, it was a whole thing to cross the river. And now - this is a whole thing and a problem. Our task, respectively, is to finally build a bridge in Dubna.

We are the first region that knows how many holes we have. For some, this causes a smile, for others, distrust. But, indeed, we are the first in the country, we have managed to digitize the vast majority of the pits. During the season, we eliminated 171,000 potholes on the roads.

The fact is that traditionally residents complained that every year the pits in spring and summer, respectively, do not allow to pass normally on the road. And road builders often renovate the same place every year.

We were the first in the country to develop and implement the system, thanks to Maksut Shadayev and Igor Treskov, who implemented this project. And today payment for the repaired pit occurs only when a photo is indicated with reference to the coordinates. I know that other regions are also interested in this experience.

An important indicator is the elimination of deaths on the roads. We have a huge road network - federal highways, regional, municipal. In three years, the death rate in traffic accidents has decreased by 30%.

Here I must note the work of the traffic police and, accordingly, the heads of municipalities, those who administer regional and federal roads. In January, we are going at a rate of minus 15%. That is, already from a very noticeable base, we reduce road deaths in January by 15%. This is a target indicator that we must meet every year accordingly. We must keep up the pace and, it is clear that here we are talking about human lives.

Let me emphasize once again: the priorities of this year are road repair and road safety.

Improvement and housing and communal services. In 2016, the Dobrodel portal was launched. This is a successful project, about 300 thousand registered users are on it today. Each head of the municipality, employees of regional ministries, we start our day with applications that enter the Dobrodel system.

The acute questions that residents put before us, first of all, relate to the improvement and housing and communal services. After all, people largely judge the quality of power by their entrance, heat in the apartment, lighting, and the state of the yard.

We were in Zhukovsky this summer and with the head - Andrey Petrovich Voytyuk - we talked with the residents. People said: yes, a good head, the park has been made, the roads are being repaired, the pits are being asphalted, but the entrances, as they were not repaired, remain abandoned.

This year we are opening a new program for the repair of entrances. We have 150,000 entrances in the Moscow region, and accordingly we are allocating 1.7 billion rubles to provide co-financing to management companies for the implementation of this very important program.

Of course, we will continue to improve our yards. Every year, each municipality landscapes 10% of yard areas. But what is important to change in 2017 is that for this improvement, work in the yards should be in constant communication with residents. Here our task is to do what the tenants expect from us. Accordingly, quality control over the repair of yards is also mandatory for us. I address this instruction to the Ministry of Housing and Communal Services.

Another task that was very ambitious, difficult to implement, is EIRKTS - a single settlement and cash center. Not an easy project, but the introduction of such centers made it possible to ensure transparency in the calculations. This is directly related to debts for gas, with non-payments, which, unfortunately, were also the "calling card" of the Moscow region.

By the end of the year, we will introduce EIRC in 98% of the territory. Here I want to once again thank the heads who, with understanding, did not always easily part with the municipal EIRCs and accepted our regional program. Bottom line: today we have completely different prospects and a different situation in partnership with Gazprom.

This allows us to reanimate seven gas distribution stations in terms of gasification, within the framework of partnership with Gazprom. This is important in order to connect new enterprises in those same industrial parks to gas, to connect new settlements, we need capacities. And the partnership that we have with Gazprom today allows us to rely on this.

One of the most pressing problems for the Moscow region is the quality of water. We have already built and reconstructed 41 water intake units. Last year, we withdrew Naro-Fominsk, Mozhaisk, Mozhaisk district, Ruzsky district from the "red zone", today - the urban district, Taldom district. This year we will solve the water problem in Roshal and Orekhovo-Zuyevo.

Every year, 400 thousand people receive clean water in the Moscow region. You know that water is rich in iron in the Moscow region, and it is necessary to build modern treatment facilities so that water can be drunk from a tap and, accordingly, water can be used everywhere, in apartment buildings, in particular.

Capital repairs. Starting any business is always a difficult process. In 2014, the Capital Repair Fund began to work; in 2016, we managed to repair 3,148 houses. This year the plan is 2235.

Why less? Because the residents asked us to do a comprehensive repair - not only to change the elevator, but at least to carry out 2-3 types of work: either an additional roof, or a facade, or communications in the basement, or strengthening the foundation. Accordingly, we have implemented such an approach - there are fewer houses, but the quality will be more comprehensive.

Recently we were in Sergiev Posad, opened an ice arena there and then communicated with residents in the yards. I was very politely asked by a woman to stop starting roof repairs, I address this again to the Ministry of Housing and Public Utilities, in the month of September. I also politely wanted to ask the Capital Repair Fund to carry out all the procedures for major repairs and tenders in a timely manner.

I have already said about a clean entrance, there is one more request - this is the Light City project, which will alleviate the problem of lighting. The theme of non-working lanterns is in the lead not only in winter, but is also among the leaders in summer.

The third project, whose name speaks for itself, is "Convenient Parking". In all three projects, people will have the opportunity to participate, influence decisions, and discuss. The Dobrodel system, accordingly, should be set up in such a way that residents give us their advice and indicate what exactly they want to have in terms of the implementation of these three projects.

Emergency housing. We will continue to resettle the barracks. As part of the implementation of the Presidential Decree, 16 thousand people have already received new apartments. Here we are demonstrating brand new footage from Shchelkovo and Dzerzhinsky. People have moved, literally, from the stables and barracks, which were built a hundred or more years ago, and major repairs were not done there, in fact, never.

The problem is far from being solved, we have not resettled all the barracks. There are territories, there are people who urgently ask us to implement a program for the resettlement of emergency housing. We opened the second program, on January 1, 2015, and, accordingly, another 12.5 thousand people will be resettled from dilapidated and dilapidated housing.

We keep our finger on the pulse of equity holders. Everyone remembers well that we just had a problem with this problem - 18 thousand deceived co-investors, the most in the country. We were in first place, as they say, from the end. Today we have seriously solved this problem - 15,000 people have received housing, and 3,000 people remain.

The task is not just to provide them with apartments, but also to prevent the emergence of new deceived equity holders. Construction companies that deceive people, miss deadlines, should not work in the Moscow region.

You know that 90% of apartments are being sold at the construction stage, and people pay money in advance in order to be guaranteed housing in 1.5-2 years. Accordingly, they pay rent, pay mortgages for housing under construction, and what happens when the commissioning of objects fails? These are colossal expenses for the family, because there was no housing, and no. Therefore, I instruct the Ministry of Construction to strictly demand that the builders meet the deadlines and create such a system so that we can all see at what stage of construction this or that object is.

Here, passing from the deceived equity holders, I want to express my gratitude to our law enforcement agencies, the law enforcement system, and the heads of regional structures, and in the field. Together we were able to solve the problems of deceived equity holders, prevent fraud in housing and communal services, stop the use of illegal routes in the transport sector, we are fighting together with illegal dumps and quarries.

The crime rate in the region in 2016 decreased by 20%, below the national crime rate in the Moscow region. We are implementing a very important "Safe Region" system - all major cities, and not only them, are equipped with video surveillance cameras in the most dangerous, most iconic places.

This year, installing cameras for us is not a problem, a difficulty. This year, the difficulty is to run the administration of this system. Dmitry Vladimirovich Pestov is responsible for this in our government. I draw your attention to the fact that this system is also available to people, so that people can clearly understand where, in what places, they are under protection.

Ecology.

Dear Colleagues! For the Moscow Region, the coming Year of Ecology is an opportunity to focus on solving a number of problems. Many of them sound at the federal level. We have identified two main areas for ourselves.

The first is waste management. This topic is also heard at the federal level, the Clean Country federal program has been adopted, according to which we will continue to close dangerous landfills, recultivate them and fulfill what we promised the residents.

40 huge landfills, landfills were located in the suburbs, 20 we managed, with the help of the support of the position of the President, to close. Now this work is ongoing, we have the Kulakovskiy training ground in the Chekhovsky district under special control, which will be closed in January 2018.

The program provides for the construction of waste processing plants, and I ask our specialists, environmentalists, our deputies, public activists to help prevent speculation on this topic. The fact is that today we are one of the few countries in the world that simply sprinkles garbage on the ground, in all developed countries there are modern waste incineration plants. It's in the center, everyone knows the plant in Vienna, but in Tokyo, London, Paris, there are also waste disposal plants within the city.

It is very important for us to implement this program. We will start its implementation – the construction of plants – in 2019.

The second direction is the restoration of forests. There is no person who would not worry about the forest, we remember the invasion, the epidemic of the bark beetle, we were able to defeat this beetle, and those 74 thousand hectares of the affected forest today, in fact, have been cleared.

This year, for the first time, we are embarking on reforestation and we are restoring twice as much forest as we cut down. We restore 6200 hectares of forest every year.

I also want to thank everyone who year after year takes part in the already traditional campaigns “Our forest. Plant your own tree" and "Forest of Victory". Very often these are families with children who postpone all their important affairs for Saturday and come to various municipalities in order to introduce their children and make their contribution.

I would especially like to thank the people who are at the forefront, these are Vladimir Solovyov and Irina Rodnina, they have since the first day conscientiously carried the flag for the restoration of the forest. Many other well-known people also take part in the Moscow region, I can’t name everyone, but it’s really very important for us.

Most people who live especially in large cities, such as Balashikha or Mytishchi, were often frightened that a clearing was formed instead of a forest, and they certainly could not believe that instead of this clearing a forest would grow there again. There was concern, anxiety that multi-storey microdistricts would grow there. And such a consolidation of people allowed us to remove these phobias.

In order for all tasks to be completed on time, so that residents see the changes, regional and municipal authorities must work as efficiently as possible. This is what life demands of us, and the President calls us to this.

We have managed to change a lot. Over these four years, we have become the best in the country in terms of the smallest number of officials per 10,000 people. That is, in the Moscow region - the most optimized management structure at the regional and municipal level - 17 people per 10 thousand. I can say that in a number of regions there are three to four times more officials.

We are actively pursuing customization in local government that allows us to increase manageability, maintain accessibility and save significant money. Here, of course, I am talking about the transformation into urban districts.

What do people win? Water tariffs are going down. Not immediately, not the next day, but in Klimovsk and Podolsk this will definitely be achieved, this work has already been brought into line today. The fare in a municipal district reaches 100-120 rubles, and when converted to an urban district it is 30 rubles. One ride is a big difference.

We save a lot of money, the slide shows the savings from the transformation: Mytishchi - 295 million rubles, Lyubertsy - 385 million rubles. It's all just straight forward. The effect of the transformation into an urban district is very noticeable. This allows us to direct the freed money to what is really needed to solve problems in a particular municipality.

Such work, of course, with careful discussion will continue in 2017 - I'm talking about transformations into urban districts. We do this very carefully, slowly, but persistently.

Today in our territory, speaking about the number of officials, there are indeed fewer of them, but there are more automated MFC systems. We have 104 of them, and they operate in small, small settlements.

Is it possible to imagine that at the beginning, in 2013, we had 380,000 requests in a year, and 12 million in 2016? Today, everything that we automate becomes simple and convenient for residents.

We will continue this work, and the next stage is to receive services without leaving home. That is, it is not necessary to go to the MFC, you can use a computer, the Internet to leave an application and receive the service remotely and only come to the MFC for the service already rendered.

The quality of management is not only about optimization or new technologies. These are fundamentally different effective approaches to management, which are discussed at various expert platforms.

Flexible planning "Agile", project activities "Scrum" for many of those who today work in the system of regional, municipal authorities, are already familiar concepts. We opened the first project office in the country - the Construction Assistance Center. At the first stage, a total digitization of all processes was carried out. Representatives of 18 departments work in the same space, are customer-oriented and provide maximum assistance in obtaining permits for construction services.

If earlier it took years or a year, at least, today everything happens very quickly and in a timely manner. We will continue to open such project offices in the Moscow region in various areas.

In my speech, I named a number of indicators by which we have achieved leading positions in the country. Of course, not always and not everywhere. Everything does not happen at once.

I am sure that everyone in this hall and beyond sincerely wishes that the number of such successes and such achievements would increase every year. They are valued by our residents. We feel this trust, which is why we were able to count on winning the parliamentary elections in September. Both in the regional and in the State Duma, the authorities received a high level of support - if in 2011 it was about 30%, then in 2016 - more than 45%.

I want to thank all the residents of the region for the assessment, for noticing the changes. Our common task is not to calm down, everyone to continue to work for the result, to keep the pace. Only such an approach, only such a forward movement, with the obligatory consideration of the opinion of the inhabitants, will determine our success, make leadership real.

Dear participants of the meeting, dear friends!

Together with you, I live and work in Ryazan for almost a year. Much has been done during this time, and today I will try to fit this one year into one hour of my message.

I would like to start with the fact that I managed to form a professional team capable of effectively managing the region in modern conditions, responding to people's requests and the challenges of the time. It is a professional team that is able to give a new impetus to the development of the economy and the social sphere, to do everything to make life better in the region.

We have developed a Strategy for the socio-economic development of the region until 2030. It defines the main directions and points of growth. I want to emphasize that this was done taking into account the opinions of our residents. My principled position: when making this or that decision, first of all, you need to weigh what consequences it will have for people. According to this principle, I build my work, I demand this from my team.

Modern society sets the task for the government - to be as open to people as possible. This requires direct honest dialogue, where everyone should hear each other. Over the course of the year, we began to communicate more. On the grounds of the open clubs "Kolovrat" and "Leader" everyone could speak out, convey their opinion. This is a good example of how to provide feedback from the authorities to the society. I know, dear colleagues, that many of you are dissatisfied with criticism in our press. But it is precisely thanks to the work of journalists, the Public Chamber, the All-Russian Popular Front that an important function of public control is carried out in our region. People expect sincerity and responsiveness from us. Therefore, I ask the heads of administrations of municipalities to meet regularly with the active part of the population and be open to the media. The most important thing is to hear everyone, to work for everyone.

Our tasks are the saving of human capital, improvement of the demographic situation, investments that will enable the residents of the region to realize their potential here in our region. This requires new approaches, effective use of modern technologies, a symbiosis of the best experience and creative ideas, improving the quality of government work through the introduction of project management.

The directions common for the whole country are determined by the May Decrees of the President of the Russian Federation V.V. Putin. The head of state outlined there the most important thing for the development of the country, what determines the quality of life of people.

The President made a number of decisions aimed at the development of the regions, including the restructuring of debt on budget loans, which gave us the opportunity to free up significant resources and direct them to the development of the region.

In 2017, in terms of the growth rate of our own income, our region ranked fourth in the Central Federal District and became the second in Russia in terms of the implementation of the May Decrees in the field of economic development.

We have relied on attracting investments. In 2017, their growth in fixed capital for the first time in recent years amounted to more than 30%. 18 agreements were concluded for a total of 51 billion rubles.

I set the task of increasing the volume of investments to 100 billion rubles. But the effectiveness of investment projects should be measured not only in money. It is important for people that with their implementation, at least 5,000 additional high-tech jobs should appear in the region.

Next week, within the framework of the Russian Investment Forum in Sochi, we plan to sign 8 more agreements on the implementation of investment projects in the region with a total value of about 40 billion rubles.

Among the most significant projects:

Creation of a new production at the Mikhailovcement plant;

Company "Eco-Zoloprodukt. Invest" plans to build the Akishinsky lime plant in the Kasimovsky district;

The Grain Holding group of companies will build a new mill complex and an elevator;

Construction of a plant for the production of metal structures and the creation of an aviation fleet "Patriot" (group of companies "Invest");

Creation of a new production facility "Construction films" (plant "Technoflex");

Construction of a plant for the production of starch in the Mikhailovsky district (Markos group of companies);

Construction of a road on a PPP basis connecting the Northern Bypass and Mikhailovskoye Highway in the city of Ryazan (Alliance group of companies);

Localization of production of electric vehicles.

Our task is to enter the top twenty regions of the National Investment Climate Rating and triple the volume of attracted investments over the next few years.

To improve the investment climate, I instruct to implement a portfolio of projects that includes several main areas.

1. "Open control" - aimed at reducing administrative pressure on business.

2. A significant reduction in the time and cost of connecting to engineering networks and services of natural monopolies.

3. The maximum reduction in the terms of registration of enterprises, registration of rights to land plots and real estate.

4. Improving the efficiency of training specialists in demand on the labor market.

5. Bringing the small business support system to a modern format, while continuing to create and improve institutions for its development.

6. A promising point of growth is the availability of infrastructure for investors. We will create two technoparks in the Ryazan and Pronsk districts.

We already have positive examples. In the village of Lesnoy, which last year received the status of a territory of priority socio-economic development, engineering communications will be built for new investors at the expense of the federal budget. The first resident will be Lesnovskaya Manufactory. This experience should be extended to other mono-formations of the region.

Particular attention should be paid to improving labor productivity. About 20 Ryazan industrial enterprises should become participants in the profile project this year. They will be provided with access to federal support measures and a number of other preferences. As a result, labor productivity will increase by at least 5%.

At the same time, it is necessary to take into account the reverse side of the coin: with an increase in labor productivity due to its automation, personnel are released.

Stability in the labor market remains an important factor in ensuring social well-being. To do this, it is necessary to develop a modern and new approach to the organization of employment of the population. This will allow people, if necessary, to undergo retraining in popular specialties in the leading educational institutions of the region, to receive individual support during employment. In this case, special attention should be paid to socially unprotected citizens, young professionals, the disabled, and pensioners.

A key element in increasing the competitiveness of the region should be the introduction of the principles of "lean production". This will improve management mechanisms, optimize work processes, and reduce costs.

We already have the first results. In medical institutions, the waiting period for receiving patients is being reduced. And, for example, in the children's polyclinic in Ryazan, which was among the first to enter the project, due to the reduction of administrative procedures, the time for medical examination of babies under the age of one year instead of one and a half months, as it was before, takes 1 hour and 30 minutes while maintaining the quality of medical examination .

Our Lean Polyclinic project was ranked among the top three in the country. For this, the Ryazan region was awarded the Gratitude of the Ministry of Health of the Russian Federation. In 2018, the project will already include 26 medical organizations in the region.

Lean technologies will reduce the waiting time when receiving services at the MFC, optimize time and material costs.

I want to declare 2018 the year of Lean Production in the Ryazan region. The project should include all public authorities, municipalities, social institutions, as well as industrial enterprises, including small and medium-sized businesses.

I propose to discuss the results and prospects of this work at the upcoming Lean Production Forum, which will be held in the region with the support of the Administration of the President of the Russian Federation and State Corporation Rosatom.

The new time requires from all of us ever greater returns, the constant development of new technologies, without which modern life is impossible. We have stated that we are going to become a digitally developed region and must meet our goals. The Ryazan region is facing a major digital transformation. I will highlight three priority areas:

1. The first is "Digital Education". It is necessary to support and implement joint educational projects together with leading enterprises, including successful IT companies.

2. It is necessary to create at least 5 laboratories on the basis of the Ryazan Technological College for training IT specialists.

3. In Ryazan universities, it is necessary to increase the number of places for training specialists in the field of IT technologies, to involve representatives of the business environment of the regional and federal levels in the educational process.

Continuing this topic, I would like to note that a new career guidance project “Keys to the Profession” has already been created for children and adolescents. It will be implemented with the use of high technologies, and involves the early identification of the individual abilities and interests of the child and further support in obtaining the chosen specialty. This experience should be implemented in all educational institutions of the region.

The second direction is Digital Medicine. This will make it possible to get rid of a significant number of paper certificates and documents, and to seriously expand the possibilities of diagnostics. It will allow the development of telemedicine. To do this, by the end of 2018, it is necessary to provide all hospitals in the region with access to the Internet.

The implementation of the “Digital Government” direction is fundamental for our region. Improving the quality of management and the efficiency of the activities of government bodies must be based on a digital basis and try to get away from paper as much as possible.

Starting this year, on the basis of the former school of communications, we will begin to create the Ryazan Innovative Scientific and Technological Center. It will unite the potential of leading universities and enterprises. Its main task will be to create conditions for the development of IT technologies. Companies and developers will have access to the infrastructure for the implementation and subsequent implementation of new projects.

After all, we have great potential in this direction. Before we had time to take the first steps to support youth initiatives, the first breakthrough results immediately appeared. Our companies KB Aurora LLC and Kvatron LLC, young entrepreneurs announced their projects at the state level, winning the most prestigious all-Russian competitions.

In March 2018, the first forum "Digital Transformation of the Region" will be held, where we will discuss our developments.

In 2017, a record harvest of grain was harvested in the agro-industrial complex - more than 2 million tons. It is necessary to maintain this momentum and even under adverse weather conditions to receive at least 1.5 million tons. At the same time, it is necessary to increase the capacity of grain storage enterprises by at least 15% and grain drying farms by 20%.

Dairy farming is one of the most promising areas of the region's agro-industrial complex. In 2017, for the first time in the recent history of the Ryazan region, it was possible to increase the number of cows and reach the volume of milk production of more than 350 thousand tons. In the future, it is quite possible to ensure an annual increase of at least 5%. The achievement of the goal will be facilitated by the implementation of major investment projects. Agreements have already been signed with investors on the creation of 9 livestock complexes for 22 thousand heads.

In this regard, another requirement of today is the development of the processing industry in the region, the production of its own products, primarily dairy products. It is also necessary to seriously deal with the meat processing industry, which has reduced its volumes in recent years. First of all, it is necessary to resolve the issue of distressed assets, including the restoration of the work of the Shatsk Meat Processing Plant.

The construction of large facilities should not overshadow the development of small farms, including family livestock farms.

Along with this, I set the task - in 2018, to conduct an inventory of unused agricultural land.

Developing agricultural production, it is important to constantly improve the social infrastructure of the village. People should live in comfortable, modern conditions. In 2018, the construction of a village for 28 houses with all the necessary infrastructure will begin in the Aleksandro-Nevsky district. It will be the seventh built in the region with state support.

In general, housing construction in the region is proceeding at a good pace, in 2018 it is planned to commission at least 730 thousand square meters. m.

In 2017, 11 social facilities were built. Among them is a school in DPR-5 for 1100 places, schools in the village. Ilyinka of the Skopinsky district for 132 places and in the settlement. Alexander Nevsky for 250 children, a kindergarten for 220 children in the Kanishchevo microdistrict of Ryazan, a martial arts center, a sports and recreation complex in Korablino. Reconstructed stadium in r.p. Starozhilovo and the building of the Mikhailovsky boarding school, FAPs were opened in Saraevsky and Rybnovsky districts. Quantorium "Friendship" was built in Ryazan.

In 2018, it is necessary to continue the creation of social facilities. A children's art school in the Nedostoevo microdistrict of the city of Ryazan for 500 places, a House of Culture for 400 places in the village should be built. Ekshur Klepikovskiy district. At least 200 land plots provided to large families should be provided with engineering and transport infrastructure, design documentation for the construction of the main medical building of the oncological dispensary has been developed.

Along with the new facilities, with the support of the federal center, we will continue the construction of the BSMP complex for 540 people in Ryazan.

All these socially significant projects are under my personal control.

The problem of deceived equity holders is quite successfully solved. To do this, we use different approaches. Unfortunately, there are no common solutions here, so we have been and are conducting individual work on each object.

During 2017, 11 problematic houses were put into operation, the rights of 2,200 citizens were restored. Now the work continues. At the beginning of 2018, 20 problematic multi-apartment residential buildings are at risk, which is almost 760 equity participation agreements. Work to protect the rights of participants in shared construction should continue. The appearance of new deceived equity holders must not be allowed!

The region is actively implementing the overhaul program. During 2017, about 470 apartment buildings were renovated. In 2018, it is planned to repair one and a half times more.

We completed the task of relocating from dilapidated housing. However, the need for further resettlement remains in the region. In solving the problem, we count both on our own strength and on the proposals with which we came to the federal level to continue this program.

We are pleased that people are taking an active part in the priority project "Formation of a Comfortable Urban Environment", within the framework of which yards and public territories are being improved.

This year, it is necessary to radically revise approaches to improvement, while using comprehensive and most rational solutions based on the needs of people. This approach should be taken into account when developing municipal programs for the next 5 years. A number of municipalities are already collecting proposals from residents for the improvement of public spaces in 2018. Almost 300 million rubles will be allocated for this.

The city of Ryazan is developing dynamically, here are just a few examples that the residents themselves appreciated:

New Year's events and decoration of the city;

An updated fleet of snowplows has left for the winter streets of the city. This was done both through the consolidation of internal efforts and through the acquisition of new technology;

New interesting projects for the improvement of urban space have appeared.

I ask the leadership of the regional center to be sure to listen and hear the opinions of people, to hold public discussions of new projects, and if approved, to implement them without fail. And we will help you with this.

In the Ryazan region, one of the first regions of Russia, a project is being implemented to create a Unified automated information and analytical system for monitoring, accounting and analyzing the production, distribution and consumption of energy resources. In the future, it is planned to create a Unified Settlement Center and switch to a qualitatively different model of accounting and payments for utilities.

The quality of roads remains one of the most acute problems in the region. In 2018, it is planned to repair more than 200 km of regional and 50 km of local roads. It is necessary to pay special attention to the quality of work, the use of advanced repair technologies and modern materials.

The Ryazan region was included in the priority national project "Safe quality roads". Its key goal is to improve the state of the road network and reduce the number of dangerous sections in the Ryazan agglomeration, which includes the regional center and 5 districts.

An important direction in the development of the road industry is the creation of a transport ring around Ryazan to allow transit vehicles to bypass the regional center. The main projects are the construction of interchanges and the southern bypass of the M-5 federal highway.

In 2018, a two-level interchange at km 189 will be put into operation, and the design of a bypass outside the city has begun. Also in 2018, it is planned to start designing the 2nd and 3rd stages of the Northern bypass of the regional center. The implementation of the projects will make it possible to radically improve the transport and environmental situation in Ryazan.

In 2018, 15 km of new local roads to 14 settlements will also be built.

Many complaints from the residents of the region caused the results of determining the cadastral value of real estate. At the federal level, taking into account the views of the regions, a number of fundamental decisions were made that made it possible to resolve this situation. Since 2018, our region has switched to a new model: the assessment will now be carried out by the regional Center for State Cadastral Valuation. Previously, this was done by private organizations. This approach will bring the cadastral value of objects as close as possible to the market value and find the optimal balance between private and state interests.

An urgent problem that worries society is the improvement of the quality of the environment.

We, together with the deputies of the regional Duma, have done tremendous work, as a result of which it was decided to create a forest park "green belt" around the city of Ryazan. Its area will be about 68 thousand hectares. The task is to implement this project in the shortest possible time.

The creation of special centers on the basis of the Design Bureau will significantly increase the volume of high-tech assistance to the residents of the region.

The volunteer movement is expanding. It unites over 15,000 young people from Ryazan. In 2017, the regional branch of the "Volunteers of Victory" was awarded the annual award "Volunteer of Russia - 2017". I am sure that in 2018, announced by the President of the Russian Federation V.V. Putin Year of the Volunteer, our youth will achieve even greater success. And we must help in this.

Among our priorities is the development of sports, the formation of a healthy lifestyle. Within the framework of the federal project "Children's Sports", it is planned to renovate 9 school gyms in 2018. In addition, it is necessary to create modern sports grounds in the yards. By the end of 2018, it is necessary to increase the number of children involved in sports schools to 32 thousand people, to attract more than 500 thousand people to participate in sports events.

The Ryazan region is rightfully considered one of the most favorable for the development of tourism. We should use all our possibilities as efficiently as possible, promote the tourism resources of the region in the Russian and international markets. This will be facilitated by the holding of the Forum of Ancient Cities in Ryazan in August 2018.

In the tourist and recreational cluster "Ryazansky" by the end of the year, two more investment projects ("Fishing Village" and "Polyany Ecopark") will be added to the four existing investment projects. About 1000 jobs will be created.

In 2018, it is necessary to form another cluster - "Kasimovsky", the implementation of which will make the city of Kasimov one of the most popular centers of tourism in Central Russia.

The patriotic park "Star of the Hero" near the village of Shumash, which is being implemented on the initiative of veterans on the basis of public-private partnership, will become a point of attraction for guests. It will combine interactive platforms on the history of the Ryazan army and an exhibition of military equipment.

In the field of social support, the main criteria are targeting and accessibility.

The “Accessible Environment” program is being implemented in the region, social facilities are being adapted to the needs of people with limited mobility. Currently, work has been carried out at almost 300 infrastructure facilities, which is 60% of their total number.

I consider the transfer of the Sosnovy Bor sanatorium to the regional ownership as one of the achievements of 2017. I personally dealt with this problematic situation, and we managed to reach an agreement. Now the task is to preserve the sanatorium as a health-improving institution and ensure its further development.

In 2018, a project was launched to modernize the system of social services for the elderly and disabled. People will be in a familiar, homely environment and receive full support. It will be provided by relatives who will learn the skills of family home patronage and receive the equipment needed for long-term care.

Socially oriented non-profit organizations will be actively involved in the provision of services in the social sphere. In 2018, more than 50 such organizations will receive support.

For a year of work in the Ryazan region, I was convinced that the people of Ryazan are not indifferent people. They are actively involved in the program to support local initiatives. In 2018, we increased its funding by more than seventeen times, to 130 million rubles. This will make it possible to implement more than 60 local initiatives in the Ryazan region. It is important for people to choose for themselves what exactly needs to be done, and to control the process of work themselves. Implementation of a project approach to solving important socio-economic issues.

Creation of a new modern production at the Mikhailovcement plant;

Company "Eco-Zoloprodukt. Invest" - participation in the construction of the Akishinsky lime plant in the Kasimovsky district;

Group of companies "Grain Holding" - a new mill complex and an elevator;

Enterprise "EkoNiva-APK Agroholding" - construction of large dairy farms. One of them is in the Pitelinsky district for 2800 head of cattle. It is planned to open a mega-farm in the Shatsky district, and in the future - in the Chuchkovsky and Sasovsky districts;

Enterprises "Dairy Product" and "Priokskoye Meat" - large livestock complexes in the Ryazan, Pronsky, Spassky, Alexander Nevsky and Korablinsky districts;

Pharmimex, a plant for the production of biopharmaceuticals;

Okskaya poultry farm - industrial poultry houses, a feed mill and a warehouse in the Ryazan and Sapozhkovsky regions;

The SPF Ryazan company - a pig-breeding complex for 6,000 heads;

Agrocomplex "Yeseninsky" - construction of a wholesale distribution center, including production, storage and office space.

The head of the region emphasized that the region has achieved great results in the implementation of investment projects. “These are not only giants, but also small enterprises. “We have chosen the path to diversify the economy. We are one of the few that have seen growth in all 5 major sectors of the economy. We have chosen the scenario of innovative development. “The gasification program is coming to an end. In three years, 638 kilometers of gas distribution networks have been built. The year that has passed since my last message has become another arch of the bridge connecting our past and our future. The bridge we are building together. Of course, this year has brought us new challenges. But I don't want to dwell on them now - we were ready for them and we withstood them. The main result of the year is that the regional mobilization, the need for which I once spoke, which I called for and directed, has become a fait accompli. Tyumen concentrated, regrouped its forces and entered a new trajectory of sustainable development. And first of all, I want to thank you all for what you have done. Because no one flinched.

This year has brought us not only difficulties, but also new successes. See what an impressive panorama they add up to. New industrial productions continue to appear and existing ones expand: the Sibgazapparat pipe plant, Mostostroy-11, Baker Hughes, the BKU plant, the Tyumenremdormash plant, the third stage of the Antipinsky Oil Refinery, SCM-100 Pharmasyntez-Tyumen and other. Oil production, which has already become characteristic of the Tyumen south, is developing - three fields were put into operation this year alone. And this is far from the limit - the Rosneft and Surgutneftegaz companies are constantly discovering more and more new reserves. Our industrial parks - Borovsky, Bogandinsky, and DSK-500 - are briskly gaining momentum. We will definitely expand the network of these centers of "new industrialization" further.

The progressive (I would even say offensive) movement of the regional agricultural industry continues thanks to the combined efforts of the farmers themselves, specialists from the regional government and municipalities. The second stage of the Tyumen Agro greenhouse complex in Narimanovo was launched, the first stage of reconstruction and modernization of the Pyshminskaya poultry farm was completed, the Absolut Agro turkey breeding complex in Yurginsky, the first stage of the dairy complex of the Damate group of companies in the Golyshmanovsky district. The construction of the AminoSib plant in Ishim is nearing completion. The launch of the Ishim agro-industrial park is on the way. I would like to single out the first stage of the Siberian Agrarian Group's pig complex in the Nizhnetavdinsky District, which will provide the whole country with elite breeding stock - this is a worthy example of real, not declarative, import substitution. This is no longer agriculture in the traditional sense, but a full-fledged industrial sector of the regional economy, with a high investment potential!

The Tyumen builders are not sitting idly by. For eight months of this year, the construction industry has grown by 10 percent compared to the same period last year. This is certainly not the 26% that was in 2013; but not 12% - the decline of 2015! A lot of civil and industrial facilities have been introduced. The grandiose construction of the Tura embankment is nearing completion, the complex improvement of the Tyumen 400th Anniversary Square is nearing completion. Despite everything, the construction of the Tyumen ring road continues - there are seven kilometers left to go, and next year the ring will finally close. Over the current and next years, four more settlements will be connected to the transport infrastructure of the region by paved roads.

There are breakthroughs in the traditionally problematic housing sector. It is indicative that they are connected mainly with such a mechanism of public-private partnership, new for us, as a concession. It allows the best use of the high competence of the private partner and off-budget investments. Eight agreements concluded at the end of 2016 made it possible to launch the overdue reconstruction of the Sumkinsky and Sokolovsky water intakes, treatment facilities in Tobolsk, to begin the modernization of heat supply and sanitation facilities in Zavodoukovsk, Ishim, Yalutorovsk, Uvatsky district. The total investment in these projects will amount to almost two billion rubles. And now the next step: a concession agreement is being prepared for centralized cold water supply and sanitation facilities in the city of Tyumen with funding of almost 20 billion!

And, of course, I cannot but mention the completion of the four-year gasification program for our region. Over the past three years, we have built 638 kilometers of gas distribution networks. And in 2017, funds from the regional budget were allocated only for social support for citizens in need of gas. The construction itself was carried out entirely at the expense of extra-budgetary investments. The planned result of this year is another 335 km of networks, that is, more than half of the total previously created volume. It's not just a success - it's a breakthrough. It is natural that the "Tyumen model" is recognized as the best practice of regional gasification in the Russian Federation.

Tyumen people work hard and hard. It is no coincidence that for the second year in a row the Tyumen region in the competition of professional skills "We glorify the worker!" ranks first among the subjects of the Ural Federal District, and thirty percent of the winners are ours, Tyumen. It is no coincidence that in the finals of the 5th National Championship "Young Professionals" (WorldSkills Russia), the team of the region received medals of winners and prize-winners in six competencies - "Teacher of elementary grades", "IT solutions for business", "Landscape design", " Bakery", "Bricklaying", "Plumbing and heating".

With a convincing victory at the international championship of young professionals (WorldSkills) in Abu Dhabi, Tyumen finally secured the right to become a training center in the field of IT and program administration. Shmakov Leonid Fedorovich, an employee of the laboratory of the Tyumen State University, received a gold medal in the "Network and System Administration" nomination.

Separately, it is worth mentioning the team of experts and trainers who prepared this success. These are Mikhail Fuchko, Alexander Gorbachev, Ruslan Gasseev, Ruzil Mukhametov.

And we are doing everything possible to ensure that the work of Tyumen residents is adequately rewarded. 2017 is the year allotted for the implementation of the "May Decrees" of the President of Russia in terms of raising the wages of the main categories of workers in the social sectors of the public sector. The established indicators were achieved, and exclusively at the expense of the regional budget. I will not lie, it was not easy. But we found opportunities. In turn, we expect from each of you professionalism, full dedication, striving to achieve high results.

Our medicine is also improving. Informatization of health care continues steadily and already in a constant mode, this is one of those processes that, in principle, cannot and should not be completed, stopped. But there are also unique events. This is the beginning of the construction of a multidisciplinary center in Tyumen to provide a full range of obstetric and pediatric medical care - a huge and very important investment project worth three and a half billion rubles (more than any other plant), implemented by the Mother and Child group of companies with the support of the regional government. These are smaller projects, but also very important for people - a new branch of the polyclinic in Maly Taraskul, a new building of the Tyumen city polyclinic No. 17 on the street. Installers, the city polyclinic in the city of Ishim, the outpatient clinic in the village of Demyanka, Uvatsky district, new FAPs in the Tobolsk district, were repaired ... Perhaps the main success is that Tyumen really becomes a medical center of national importance. We have set ourselves this task for a long time. And here you are - the story of a six-year-old boy Semyon from Moscow thundered throughout the country. In July of this year, the capital's doctors, having discovered a giant tumor in him, sent Semyon to us, to the Tyumen Federal Center of Neurosurgery. Dr. Sufianov performed a unique ten-hour operation. The child's life is saved, Semyon is doing well.

There was a chance for a full life in patients with incurable kidney diseases. This year, the regional hospital No. 1 performed a kidney transplant. Today, these are already several people who have received much-needed help here in our Tyumen region.

I am sure that this line of Tyumen flagships of high-class medicine will soon include an oncology center, which we will create in accordance with international standards and best practices.

We are already implementing and developing modern technologies on the basis of the Neftyanik hospital and the Medical City. Brachytherapy, robot-assisted and other surgeries make it possible to get rid of serious diseases while maintaining the quality of life. And this undoubtedly increases the attractiveness of the region for patients both near and far abroad.

Tyumen education - our priority of priorities - also took new heights this year. It's great that new schools are being built and old schools are being reconstructed - in the Tyumen microdistrict Vostochny-2, in the village of Tukuz in the Vagai district, and in Ishim - two at once. But even more important is what is happening inside, within the walls of our schools, technical schools and universities. And there is a lot of good stuff going on.

Ekaterina Zhigileva, a graduate of the gymnasium of the Tyumen State University, received a gold medal at the International Mendeleev Olympiad in Chemistry in Kazakhstan and a silver medal at the World School Olympiad in Chemistry in Thailand. During the year, the number of graduates who received one hundred points at the end of the Unified State Examination increased by one and a half times. Alena Troitskaya, a teacher of history and social studies at Zavodoukovsky Secondary School No. 2, won the All-Russian Competition for the Professional Excellence of History Teachers. In the Index of Innovative Educational Ecosystem of Russian Regions developed by the Higher School of Economics, we took second place, right after Moscow!

Truly revolutionary events are taking place within the framework of the "5-100" project at Tyumen State University. I addressed this topic in my 2015 message, but the reality seems to have surpassed all our expectations. Tyumen Industrial University has overcome a period of turmoil and personnel reshuffling - under the new leadership it is turning into a real flagship university, which our industrial region needs so much. The same can be said about the agricultural university. However, here I digress for a moment from listing successes. Because, on the other hand, things are not going quite right at the Tyumen Medical Academy. As far as I understand, first of all, because there is not enough effective return from its interaction with practical medicine, without which a real doctor cannot be trained and released, and you will not be allowed to see the sick. I hope they will hear me, this must be corrected, and immediately.

Moreover, in other areas we are successfully integrating the regional personnel training system with real practices and industries. Of course, large business partners of our region are primarily interested in this. They bring their corporate experience to education, introduce new formats and work technologies. For example, the project "Successful school - effective region" was launched with the direct participation of SIBUR, Rosneft, NOVATEK. 17 specialized corporate classes have been opened, classes are already underway directly at the production sites. In September, 13 out of 18 professional educational organizations began training in 21 specialties from the federal Top 50 list of the most demanded and promising professions, as well as our own Top Region list that meets our needs. Based on the results of the federal competition, the Interregional Competence Center in the field of art, design and services was created in Tyumen.

I will mention one more thing that I personally consider to be a very important success. I have been saying for many years that the efforts of the authorities alone cannot fundamentally change life for the better, that cooperation, cooperation between the authorities and society is necessary. And things finally worked out. Many "third sector" organizations have become truly socially oriented. The region entered the Top 10 regions in terms of the number of socially oriented non-profit organizations - winners of the first grant competition of the President of the Russian Federation in 2017. Tyumen has become a pilot site for approbation of the draft Federal Law "On social order". I support and approve the initiative of our Investment Agency, which opened the School of Social Entrepreneurship, and at once in five territories of the region. There, novice and existing entrepreneurs, representatives of socially oriented NGOs will learn how to launch, promote and develop business projects in the social sphere, and not just like that, but with a quick exit to the implementation of their own ideas.

As a result of all that has been mentioned (and much that has not been named), there is a positive trend in most key indicators of socio-economic development, and our growth rates are still above the national average. This also applies to industrial production (especially processing), and from this year to agriculture. After the crisis recession, the growth of real wages and real disposable incomes of the population resumed. Consumer demand revived.

Now let's expand the horizon of our analysis. After all, these successes did not arise from nothing, did not fall on us from heaven and did not happen due to simple inertia. Success is always a consequence of a decision taken at the time. By the way, failure too. This is the job of politicians and managers, and indeed of all of us, to make certain decisions every day. A decision, in turn, is always the result of a choice. The ability to choose and decide is what makes a person a person. As the eminent psychologist and thinker Viktor Frankl wrote: "Ultimately, to live means to take responsibility for choosing the right answer to the problems of life."

And it is precisely about how we choose the paths of our development, about how and why this or that decision is made, that I would like to reflect on today. More precisely, invite you to a joint reflection.

Let's see the whole history of the Tyumen land, from its beginning to the present day, as a result of many choices made by our distant ancestors, our grandfathers and fathers, and ourselves.

I'm talking about the choice of the pioneers, who once preferred the road of dangers and exploits to sitting on the stove, and paved it for all subsequent generations.

I'm talking about the choice of the mighty Tyumen merchants, famous not only for business acumen, but also for countless works of charity.

I'm talking about the choice made by the people of Tyumen during the Great Patriotic War. Everything possible was given to the Front and Victory, including 104,593 lives.

I'm talking about the choice of oil and gas workers - those who, in the second half of the last century, discovered the wealth of our bowels and put them at the service of the fatherland. But let's not forget about the inhabitants of the south of the region, for whom it was not at all easy to provide a springboard for the development of the far "norths".

And, of course, I'm talking about what was chosen not by our ancestors, but by ourselves.

In the early 2000s, we made - and since then have repeatedly confirmed - the choice in favor of cooperation and partnership with the districts that are part of the "big" region, our "northern brothers". Thanks to the interregional program "Cooperation" a neurosurgical center was built, the airport "Roshchino" was reconstructed. Thousands of "northern" pensioners have found comfort, peace and care in the south, and this year large families have begun to join them. The autonomous regions receive food and equipment produced in the south. The South is irreplaceable sales markets of huge capacity, which means incomes and jobs. I want to personally thank Natalya Vladimirovna Komarova and Dmitry Nikolaevich Kobylkin for our joint work aimed at developing our regions in such a difficult time.

We have chosen a strategy for diversifying the regional economy. This happened not so long ago, but it is already bearing tangible results. Just one example: according to the results of the first half of 2017, only eight regions of the Russian Federation showed growth in all five main sectors at once (construction, industry, agriculture, retail trade, services). Tyumen among them.

We chose the scenario of innovative development, and not at all for the sake of fashion. Were not our predecessors great innovators, from the voivode Myasny and Sukin, the merchants Kolokolnikov and Tekutyev, to Salmanov and Ervie? A comprehensive regional innovation development program has already begun to work, including targeted financial incentives, educational and communication components, institutions to support international technology transfer, as well as the IT industry and, more broadly, the "digital economy". However, while in the ratings of innovative activity, the Tyumen region is among the "medium-strong" regions. We are not satisfied with this. Tyumen residents cannot be satisfied with the status of "average", we are obliged to enter the group of "strong", without any reservations. And I'm sure we will.

We decided not to wait for the weather by the sea, but to tirelessly increase the investment attractiveness of the region, to saturate the region with effectively operating capital. And the capital is not the first year goes to our region. About 500 positions in the regional register of investment projects with a total volume of one and six tenths of a trillion rubles is serious. The sixth place in the current year in the National investment climate rating is also serious. We work on, do not relax! After all, capital is fluid, like water, it can leave even faster than it came. I would like to emphasize one moment in our attitude to investments. Investments are capital in the broad sense of the word, not only in monetary terms. The financial effect of investments is, of course, important. But no less important is the social effect, expressed primarily in the workplace. In 2017, more than three thousand of them were created. This is how we assess the usefulness of investment projects - not just in terms of their monetary volume, but also in terms of the number of new jobs per million or billion rubles. The better this proportion, the better for the region and for its population.

We have chosen a course for "new industrialization" of the regional economy. 21 new significant investment projects will be completed this year - there is something to be proud of. Moreover, both the gross indicators of the economic development of the region and its qualitative, structural characteristics are improved. Not only giants, but also small enterprises; not only the city of Tyumen, but also other municipalities; not only the industry itself, but also the agricultural sector; not only our domestic market, but also the markets of neighboring regions, both the federal and world markets. We consciously and purposefully carry out intensive expansion along all these vectors. The speed of movement may vary from direction to direction, but its guiding principle remains unchanged: not to allow any decline in entrepreneurship or technological stagnation in any branch of the regional economy.

In this regard, I cannot help but point out a moment that worries me, and not only me. Stagnation happens in the head. It seems that many managers who received the right to dispose of enterprises back in the 1990s (and we remember the circumstances under which this happened) still live in those times and, pardon the expression, in concepts. Sometimes due to incompetence, sometimes outright theft, they deprive their companies and firms of financial resources, stop paying taxes and salaries, and then run to the regional leadership shouting "Save!", Blackmailing them with the fact that otherwise hundreds of people will be on the street . We begin to look at what is happening - it turns out that funds were withdrawn from the enterprise for years, and in the most cynical way. I am now telling a very specific, real story. But, alas, she is not alone. There we decisively stopped these tricks, and in other similar cases we will stop with all severity.

Because the social effects of the new industrialization cannot be allowed to be discredited. After all, this process radically transforms both the appearance and the very way of life of our urban and rural communities, modernizes and mobilizes them, awakens and sets in motion dormant forces for the time being. What could be more important? And the obstacles to this process will be removed regardless of their scale and origin, regardless of past merit.

By the way, for a very similar reason, we chose the option of advancing - not catching up, not inertial - the development of education, medicine, culture, sports, and the entire social sphere in general. Until recently, several decades ago, the Tyumen social fabric was torn apart by numerous holes. In many of those places where there should have been institutions and objects that ensure the fullness and versatility of human existence, voids gaped and the abomination of desolation reigned - both in a figurative sense and in the most literal sense. Now we do not just give integrity to this fabric, we do not just create a comfortable one. inspiring, dynamically improving living environment for all residents of the area. We open doors to the future.

The School of Advanced Studies formed as part of the Tyumen State University (and now also the Social and Humanitarian Institute); physical school and school of engineering reserve; absolutely innovative project "Development of emotional intelligence of a child"; project "Equal Opportunities"; a range of information services that increase the efficiency of connecting social services with the growing demands of the population of the region. All these are responses to the demands of the modern social agenda. Of course, the reconstruction of the Roschino airport, the square of the 400th anniversary of Tyumen, the Gilevskaya grove, our bridges, roads and junctions, as well as hundreds of landscaped squares and yards in cities and rural settlements are in this row.

I combine formally very similar and dissimilar events and achievements. And I do this because they all have a common content, semantic grain. All of them expand the space of human possibilities. All of them provide the residents of the region with the tools to independently search for their own path in life, to strive for light and happiness.

Please note: all decisions made at each of the key moments in Tyumen's history - both long-standing and very close - had negative alternatives. Why, every year and even every day we could turn onto deaf, roundabout paths or even end up in a dead end. Why didn't we do it? And why am I sure that we will never do this with you?

I think that's the point. In all situations of choice in which both our ancestors and ourselves found ourselves, as I understand today, some general, general criteria for making decisions regarding our common destiny worked. Perhaps the main one is this: each time we chose the opportunity to choose again. Each time we chose an open future, that is, a path leading to new horizons, and, of course, to new challenges and choices. Not resting in a safe haven and numbing in the face of danger. The lines of Yevgeny Baratynsky seem to be written about us:

"Hopelessness and peace" - this is not at all in Tyumen, isn't it?

The second criterion of the Tyumen choice was already known to Aristotle, only now humanity follows it much less often than it should be: "Conscious choice is impossible either apart from the mind and thought, or apart from moral principles." More precisely, in different situations, primacy should be given either to the voice of reason or to the voice of the heart, as the same Greek sage warned us about: "In case of dangers known in advance, the choice can be made according to calculation and reasoning, but in case of sudden ones, according to moral principles." Indeed, in all the examples I have cited, Tyumen could not do without either rational analysis or an ethical compass.

And the third criterion for the Tyumen choice, no matter how strange this word may sound from the lips of a politician, is love. Love for each other and for the native land, the best place, as we know and believe, for a full life. Yes, that same love, which is not just a feeling, but a powerful force that "moves the sun and the luminaries" and guides human choice. It is no coincidence that Tyumen took first place in the latest "Rating of Russian Megacities - 2017", compiled by the Russian Reporter magazine and the SuperJob.ru portal. After all, this rating not only measures individual parameters of the urban environment, but also combines them into an integral "index of love" for one's home. By the way, Moscow and St. Petersburg are deliberately not included in the rating, and its compilers say about their project this way: "In fact, our rating is a league of competitions for the" third capital "". Well, we won this competition. However, I'm not surprised.

Such is the historical core of the Tyumen character: the inescapable striving for a free, harmonious, meaningful life. A life lived on a full and free breath. It was the passionate devotion to the ideal of will that helped our ancestors cross the Stone. She made them, and us, faithful, ardent patriots of the Siberian expanses and all of great Russia, defenders and guardians of their native land both in military affairs and in peaceful, constructive affairs.

I am sure that this core remains today, when we also have to make new and, as always, difficult decisions. Solutions designed primarily for their own strength, for their own development potential, for their own growth energy. I will name a few key challenges that must be answered during this year.

First challenge. This, of course, is the announced reduction in the volume of co-financing by the federal center of federal programs to 22 percent. Everything else falls on the shoulders of the region. It will be difficult, but we will manage. We have the skill of operational budgetary and organizational maneuvering. He rescued us more than once and, I am sure, will help us now. Preparation for it is already under my personal control.

Second challenge. In such a situation, the question of the effectiveness of interagency cooperation becomes more important than ever. In this regard, we are not all right yet. Here is a single, but striking example: the project offices, the need for which I spoke last year, have been put into operation. Already 12 offices have been created. I will share my personal observation: the vigor and effectiveness of their work, with rare exceptions, correlates well with one factor. Where the project office includes employees of different ranks (both managers and ordinary, but promising employees), where functionality is correctly distributed between them and communication is established, things are moving along well. Where only chiefs are gathered, for the most part things are marking time. The management processes have been given a modern form, but the modern content in this form is not enough. Because there is no readiness to subordinate their own interests to the common cause. With this "slow fire of insanity", as Alexander Herzen called this state of affairs, we must end. And not only in project offices.

Third challenge. The same "slow fire" is still smoldering in some of our municipalities. Of course, there are areas that seem to have awakened to a new life: I will name Yalutorovsky, Yurginsky, Golyshmanovsky, Isetsky, Tyumensky, with some reservations - Nizhnetavdinsky. Jobs are being created in them, their own incomes are growing, and, accordingly, subsidization is decreasing. And there are areas where they still sleep. Enough. Either you wake up yourself, or we wake you up. Invigorating ice shower.

Fourth challenge. We are faced with the problem of promotion and marketing of regional products. We already know how to produce a lot, we are learning a lot - and we will definitely learn. But we still sell much worse than we produce. Here all our efforts to develop regional production, both industrial and agricultural, seem to run into a bottleneck. Moreover, it was formed not by objective circumstances, but only by a lack of necessary competencies. This deficit is surmountable and must be overcome. There is a wonderful, fully justified project "We buy Tyumen!". Sometimes you want to establish another one - "We sell Tyumen!", Built as a system of practical training and modern marketing solutions. Whoever does this is guaranteed the support of the regional government.

Fifth challenge. It is closely related to the previous one. One of the key factors of economic success in the modern world is logistics, that is, in simple terms, the ability to optimally organize the delivery of goods and services from the producer to the consumer. Of course, this is a historically weak point of the Russian economic structure as a whole. But here we have our own competitive advantage. After all, what was Tyumen at the time of both the first and second exploration of Siberia, if not the most important logistics hub? And what else could it be, if the very topology of trade and transport routes, the landscape itself, the relief and climate of the surrounding lands were pushing for it? Even today we can take the same place in the national and transnational division of labor. So far, we have three large wholesale distribution centers - Magnit, Katren and X5 Retail Group. This is good, and a lot of work has been done to create them. But this is absolutely not enough. I ask everyone and demand from everyone to continue to consider logistics as one of the priority areas for the development of the Tyumen economy.

Sixth challenge. Perhaps, due to the fact that 2017 was officially declared the Year of Ecology, we finally became convinced that the environmental situation in the region is one of the most important and most difficult challenges for us. My friends, you can't live like this. If we really love the Tyumen land, we must put it in order. Certainly, a lot of useful things are being done. "Green Spring - 2017", the All-Russian Forest Planting Day, "Ecolyata", "Young Defenders of Nature", the Day of Specially Protected Natural Territories of the Tyumen Region - all this is wonderful. But, on the one hand, here too we need a new industrialization. She's already on her way. Next year, several waste processing plants will start operating at once, and not only in the regional center. By the way, also on a concession basis and with private investment. On the other hand, no factories can fix the situation unless our very human, everyday attitude to this problem changes. One hundred and seventy-three unauthorized dumps throughout the region, not counting countless garbage dumps - who did this, aliens? This is what we have done. As you know, even birds do not crap in their own nest. And what are we? Ashamed. But for such things it is necessary, of course, to punish. This is a matter of culture, a matter of educating society, a matter of collective and personal responsibility.

And from here I move on to the seventh challenge, in which all the previous ones are refracted and combined in a special way. This is a question about the role of society, public initiative. It's not the first time I've picked it up. And I will raise it again and again until I see real, not simulated oncoming traffic. We know how to simulate... Again, I will give only one typical example. Public councils have already been created, in my opinion, under all authorities. Because that's how it's supposed to be. How many of them speak with their own voice, how many are of real benefit? Minimum. For the most part, these are manual, pocket structures, not so much revealing problem areas and links in the system of power and control, as covering them. Of course, we don't need any areal bawlers or whisperers-informers. But to us equally, and perhaps even more harmful are the sycophants who are always ready to assent. There is no civic spirit in either of them. True citizenship is in constructive criticism and in independent creative thinking directed towards the common good. Both public councils and civil structures in general are called upon to be not a screen for the authorities, but an honest mirror.

I conclude my speech by pointing out another decision that we will soon have to make together with the whole country. Of course, I'm talking about the presidential elections in the Russian Federation, which will also be the choice of the main path of our further development. I am sure that the grounds for the free decision that the people of Tyumen will make will turn out to be the same this time. We will choose the option of a new choice. We will choose reason and conscience. We will choose love for the Motherland. And we will refuse to wander in the dark, on the outskirts of history.

So, we continue our journey into the future. It has never been easy, because we did not follow the path of least resistance. It will not be easy in the future. But it will be a way of revealing the entire colossal potential of the Tyumen land and, most importantly, the owners of this land - us, the people of Tyumen. On the road, friends!
