HERITAGE OF THE URALS: WAYS OF POPULARIZATION IN THE YOUTH ENVIRONMENT

The paper presents the author's fairy-tale project "Murzilka in the Urals", designed to popularize the historical and cultural heritage among the youth, the concept of heritage is revealed, examples of ways to popularize the heritage are given.

Goals and objectives

The purpose of the study is to develop an author's project to popularize the heritage of the Urals based on the study of existing methods.
In accordance with the goal, a number of tasks were set:
1. to carry out a content-functional analysis of the concept of "heritage", formed to date by modern humanitarian scientific thought.
2. highlight the main approaches to the classification of heritage.
3. reveal the role of the historical and cultural heritage of the Urals in the formation of regional identity and patriotic education of youth.
4. describe the main ways of popularizing the historical and cultural heritage at the present stage of the development of society.
5. to design a collection of author's student fairy tales "Murzilka in the Urals", which can be used to popularize the historical and cultural heritage of the Urals among primary and secondary school students.

Introduction

To date, the issue of preserving and updating the cultural heritage of Russia remains open. This is due to the impact of innovation processes on the socio-cultural situation, the question of the value of the Russian experience in the protection of monuments, as well as the emergence of cultural heritage as an important factor in the economy. In this regard, the study of regional experience and the design of creative forms of popularization of cultural heritage seems relevant.

Methods and materials

The theoretical and methodological basis of the work is the principle of historicism, according to which all the studied problems are studied in their formation and development. Following this principle, the study of heritage is considered over a certain historical period.

The study is also based on the general scientific principle of objectivity, within which ideas about the uniqueness of the scientific works of each researcher and the right to exist of various methodological concepts and theories on the problem under study are developed.

In addition, an interdisciplinary approach was used, which made it possible to turn to domestic and foreign monumental, museological, and cultural experience.

To determine the nature of the inclusion of an object of historical and cultural heritage in modern culture, a functional approach was used.

To understand the essence of the phenomenon of a cultural monument, the historical-genetic method of historical discipline was used.

When working with an array of identified literature, as well as sources, such general scientific theoretical methods were used as: comparison, analysis, synthesis, generalization, deduction, induction. To study the identified materials of a textual nature, which formed the basis of the practical part of the study, the linguistic method of content-thematic analysis of the text was adopted. When streamlining and systematizing the historical and cultural heritage, methods of classification and typology were used.

Description and discussion of results

Approbation of the study was carried out:

  • April 18, 2016 at NTGSPI (f) RSPPU during the action "Heritage Day at NTGSPI" among first-third year students;
  • at an extracurricular event for the defense of research projects in grade 3A MBOU secondary school No. 1 named after. N. K. Krupskoy, Nizhny Tagil;
  • at the IX All-Russian scientific and practical conference "Children's book and the history of the Fatherland", held on the basis of NTGPI (f) RGPPU on May 19, 2016);
  • at the IV International Tourism Forum "Great Ural-2016": new tourist destinations in Russia. Ural" as part of the scientific and practical conference "Heritage of the Chusovaya River". Yekaterinburg, May 27, 2016
  • in out-of-town children's camps in the Prigorodny district of Nizhny Tagil from June 2 to 21, 2016 during teaching practice by students who are authors of fairy tales.

The main provisions of this study were presented by the author at four scientific and practical conferences of various levels (Nizhny Tagil, Yekaterinburg, Kurgan, Kazan) and in three publications.

Theoretical and practical significance research lies in the fact that it can become a methodological basis for theoretical work in the field of history, cultural studies, museology, the history of Russian culture and art, and can also be used in works to popularize the regional cultural heritage. The practical significance of the study, in our opinion, lies in the fact that its results will be useful in the development of popularization programs and the use of historical and cultural heritage. Also, the developed fairy-tale project can be used in further pedagogical practice as an example of project activities that are relevant according to the new Federal State Educational Standards.

In "Introduction" we justified the relevance of the research work, defined the object and subject, also formulated the purpose and objectives of the study, the historiography of the problem, the source base and methodology of the study.
In the first chapter"Necessity and ways of popularizing the heritage: the theoretical foundations of the study" the definition of the concept of "heritage" is given, the ways of its popularization are given. Emphasis is placed on the role of heritage in the formation of patriotism and regional identity of young people.

In the second chapter"The fabulous project "Murzilka in the Urals" as a way to popularize the heritage of the Urals " the stages of the project implementation are considered, the principles of selecting material for the project are analyzed, the prospects for the development of the project are disclosed.

IN imprisonment the results of the study are presented.

1. Modern domestic researchers are developing new methodological approaches to updating the heritage.

2. The sphere of historical and cultural heritage plays an important role for the cultural and cognitive activity of a person.

3. In the conditions of sharply increased geopolitical instability and globalization, the role of heritage as a factor in the education of morality and patriotism increases immeasurably and many times.

LEGACY OF THE URALS: ways of promoting among young people

Summary of the project

In this paper the author presented a fabulous project "Murzilka the Urals", intended to promote the historical and cultural heritage among youth, revealed the concept of heritage, are examples of ways of promoting the heritage.

Preservation of the tradition of Christian culture as a means of developing creative forces, educating spirituality and patriotism;
Conducting a number of concerts and meetings of the family folklore quartet "Istoki" in the cities of Kuzbass on Christian folklore, so that students of Sunday schools of the Kuzbass Metropolia learn and understand examples of Christian creativity and treat them with respect.

Goals

  1. Acquaintance of the residents of Kuzbass with folk art and folk traditions of Karelia, as well as with traditional Christian culture.

Tasks

  1. 1. Increasing the spiritual and patriotic self-awareness of the younger generation; 2. The revival of Orthodox traditions in the family and the promotion of family foundations, historical and cultural values ​​of Russia;

Substantiation of social significance

Christian Orthodox culture in our minds gradually acquires a special fullness and a pronounced meaning. And this is no longer a fleeting fashion for folklore, but a systematic and meaningful study of the national heritage and folk traditions of the Russian people. It is a respectful, careful attitude to folk art, possession of knowledge from folklore sources and getting used to them that make it possible to understand the essence of the nation, its ethnopsychology, ways of development. Orthodoxy is supranational and the Gospel must be preached to all nations. The main thing is to remember this. And that is why the phrase "Orthodox, church life in Russia should be inseparable from traditional culture" makes one want to read, understand and perform in the reverse order - "Traditional culture should be inseparable from Orthodoxy." The path "through folklore to Orthodoxy" is very understandable, because it has been experienced. The path "through Orthodoxy to folklore" is much more controversial - everything is individual here. It is important that as many people as possible learn about the real traditional culture. The main goal of the project is to increase the spiritual and patriotic self-awareness of the younger generation, the revival of Orthodox traditions in the family and the promotion of family foundations, historical and cultural values ​​of Russia.

Project geography

The target groups of the project are the entire population of Kuzbass and Karelia who profess Christianity, the teams of the Sunday Schools of the Kuzbass and Karelian metropolises, along which the route of the creative team of the family folklore quartet "Istoki" will pass.

Within the framework of the VI Parliamentary Forum "Historical and Cultural Heritage of Russia", a meeting of the section "Historical and Cultural Heritage as the Basis of National and Cultural Identity" (youth section) was held.

Section Moderator - First Deputy Chairman of the Federation Council Committee on Science, Education and Culture Lilia Gumerova.

The meeting was also chaired by the Chairman of the Chamber of Young Legislators under the Federation Council Victor Konopatsky, Chairman of the Youth Policy Committee of the Administration of the Vladimir Region Alisa Abramova.

During the meeting, its participants considered the formation of national and cultural identity as a strategic direction of youth policy, forms and methods of patriotic education, youth initiatives in the study, preservation and promotion of the historical and cultural heritage of Russia.

Lilia Gumerova noted that the main reference point on this issue is the Fundamentals of State Cultural Policy, approved by Decree of the President of the Russian Federation on December 24, 2014. They state that in the field of cultural heritage, one of the tasks is to support public initiatives in the field of identifying, preserving and popularizing the cultural heritage of the peoples of the Russian Federation.

The Fundamentals also set the task of "supporting youth organizations, associations and movements focused on creative, voluntary, charitable, educational activities."

“Volunteer, volunteer movement, including in the matter of preserving the historical and cultural heritage of Russia, has become a noticeable phenomenon of our days. We clearly see that the development of Internet communications and social networks contributes to the mobilization of public forces and unites thousands of volunteers across the country who are ready to unselfishly revive temples from ruins, save architectural monuments, search for military graves, collect folklore and traditions,” the senator said.

Lilia Gumerova stressed that legislators are very concerned about the problems of the unsatisfactory condition of objects of historical and cultural heritage in many rural and urban settlements of Russia. But not all problems can be solved only through state programs for the preservation of historical and cultural monuments. The efforts of the whole society are needed, she specified.

The senator drew attention to the positive experience of volunteer projects for the preservation of historical and cultural heritage. “These projects are the practical implementation of specific cases, which serve as a clear example of the important role played by the volunteer movement in this area and the participation of young people in such work can hardly be overestimated. By their example, they help to overcome indifference, indifference to the future of our country,” she stressed. Lilia Gumerova.

In her opinion, the result of this work will be not only saved historical and cultural monuments, but also a sense of responsibility for the fate of cultural heritage brought up in the souls of young people.

“Civil and patriotic feelings cannot be aroused on the basis of abstractions. Only concrete knowledge of the history and culture of one's region, one's country forms young people's respect for the past, arouses the desire to continue traditions, to contribute to the history and culture of our state,” the parliamentarian said.

At the same time, the senator pointed out that volunteer projects are based on private initiative and therefore, no matter how successful they are, the prospect of their long-term existence will always be in question. Therefore, it is necessary to find ways of state participation in the fate of such projects and their popularization.

She also pointed out that the draft resolution of the parliamentary forum contains a recommendation to develop measures to popularize the historical and cultural heritage among young people, including through the involvement of young people in volunteer movements, involvement in restoration and archaeological work, the study of national history, the study of intangible cultural heritage (folklore and folk art).

According to Lilia Gumerova, to support and develop the youth volunteer movement in the preservation of historical and cultural heritage, a whole range of measures is needed. This can be, in particular, the development of a system of grants for successful volunteer projects, the popularization of completed volunteer projects, their inclusion in regional and federal funding programs, the creation and implementation of volunteer programs in schools and orphanages, the creation of a volunteer movement website and a base for those who are ready to use their financial and other opportunities to save the historical and cultural heritage.

Victor Konopatsky made a report on the role of historical reconstruction in the formation of national and cultural identity.

Member of the Legislative Assembly of the Vladimir Region Julia Zhiryakova spoke about the preservation of historical memory on the example of her native village Cherkutino.

Chairman of the Youth Duma of the Vladimir Region Polina Yurmanova introduced the participants to an interactive literary map created by young parliamentarians as part of the Literary Province project, recognized as the best at the All-Russian competition “My Country - My Russia”.

The section was attended by representatives of the regional movement of volunteers in the field of preservation of cultural and historical heritage; representatives of the Vladimir regional branch of the Russian Search Movement and the Russian Military Historical Society, the chamber of young legislators operating under the Federation Council.

The presentation of youth projects of the Vladimir region in the field of preservation and promotion of the historical and cultural heritage of Russia took place in the work of the section.

The preservation of cultural heritage is recognized today as a paramount social task. Despite the fact that the first mention of legislative norms for the preservation of cultural rarities dates back to the 15th century, interest in cultural heritage as a special category was formed by the middle of the 20th century. A significant contribution to the development of the theory of cultural heritage was made by D. S. Likhachev, E. A. Baller, Yu. A. Vedenin, M. E. Kuleshova, E. A. Shulepova.

In the scientific literature, cultural heritage is traditionally understood as "a set of objects of the world surrounding a person, recognized on the basis of the cultural experience of mankind and its preferences as cultural values" . The modern approach to understanding cultural heritage is based on a broad concept of heritage, which includes not only monuments of history, culture and nature, but also living traditional culture, cultural values, historical technologies, cultural landscapes, digital heritage. Cultural heritage is represented as a systemic formation in which individual objects cannot be preserved out of touch with each other and with the environment. Naturally, this approach to its understanding is by no means the only one, since cultural heritage is an extremely complex and multifaceted phenomenon.

Currently, the protection of historical and cultural heritage in the Tomsk region is carried out by state, public, municipal organizations and institutions: the Committee for Culture, Cinematography and Tourism of the Regional Administration, the Center for the Protection and Use of Historical and Cultural Monuments, the Siberian Institute "Sibspetsproektrestavra-tion", the regional branch of the All-Russian Society for the Protection of Historical and Cultural Monuments. Libraries also make their contribution to the preservation, as well as to the actualization and popularization of cultural heritage.

The participation of libraries in the preservation of cultural heritage is a topic that has recently attracted the attention of researchers. Numerous issues of theory and practice were considered at the International Scientific Conference "Unlocking Cultural Heritage: New Challenges for Libraries, Archives and Museums" (St. Petersburg, 2013); All-Russian scientific and practical conferences "Problems of preserving cultural heritage in libraries" (Moscow, 2013), "Culture and civilization: art, libraries, museums" (Tomsk, 2013), "Cultural heritage: integration of resources in the digital space" (St. Petersburg, 2014), etc.

It should be noted that, first of all, regional libraries, libraries of universities, museums become the objects of attention of researchers. At the same time, municipal libraries are often the true center of social and cultural life, especially when it comes to rural areas. Using the example of modern rural municipal libraries of the Tomsk region, we will analyze their opportunities and potential in the preservation, updating, and popularization of cultural heritage. The source base for this study is analytical reports, local documentation, publishing products of libraries, materials of library sites.

There are 324 public libraries in the Tomsk Region: two state libraries (Tomsk Regional Universal Scientific Library named after A. S. Pushkin and Tomsk Regional Children and Youth Library) and 322 municipal libraries. Of these, 287 libraries serve the population of 16 districts of the region. In most of the districts, libraries are combined into centralized library systems (CLS).

A universal way to preserve cultural heritage is its development, study, transmission from generation to generation, integration with new forms of cultural existence. The actualization and popularization of cultural heritage by libraries includes the dissemination of information about culture, history,

the nature of the region, ensuring accessibility to it, including through electronic media.

In the implementation of local history work, the cooperation of libraries with various organizations - municipal archives, museums, educational institutions, local governments, cultural centers, children's art houses, music schools and art schools is of particular importance. Among the most common forms of cooperation - exhibitions, tours, competitions; joint research, project, grant activities. Work on the preservation and popularization of cultural heritage is often carried out within the framework of regional and district programs: “Culture of the Tomsk Territory” (Molchanovsky District), “It was bequeathed to protect this world to us” (Parabelsky District), “Return to the Origins” (Kozhevnikovsky District), etc.

Each of the libraries collects, stores and systematizes local history material. In all libraries, specialized sections of the fund of local history documents are organized and allocated, including books, periodicals, maps, posters, electronic documents, audio, film and photo documents. Particular attention is paid to the preservation of regional periodicals containing unique historical facts.

The way to compensate for the lack of local history literature, and at the same time an independent creative activity, is to maintain thematic folders, albums, digests. So, in the libraries of the Kargasoksky district, the fund of unpublished documents is replenished, designed in the form of documentary dossiers in such areas as "Villages and villages of the Kargasoksky district: history and modernity", "Ecology of the region, region, district", "Small peoples of the Tomsk region: traditions and customs",

"Kargasoksky district: the tragedy of special settlers", "Kargasoksky district on the pages of the regional press". In the libraries of the Krivosheinsky district, folders “Krivosheinsky district during the Great Patriotic War” are created, in which newspaper materials, memoirs of front-line soldiers, copies of soldiers' letters, essays by schoolchildren, and photographs are collected. Students often turn to the unpublished materials collected in folders to write essays, reports, term papers. In addition, the materials are in demand for informational support of the celebration of anniversaries of districts and villages, the opening of monuments.

A time-tested, but still effective form of popularization of cultural heritage is exhibition activity. Book exhibitions dedicated to the nature of the region and careful attitude to it are regularly arranged in rural libraries. In the year of the 410th anniversary of Tomsk, the libraries organized exhibitions of books and periodicals on the history of the city, region, province: "Tomsk: from the fortress to the city", "An old city stands over Tommy", "Wooden architecture of Tomsk". Book exhibitions contribute to the disclosure of the fund and ensure greater accessibility of documents on local history.

Most rural libraries take an active part in a joint project to compile a consolidated database "Local History of the Tomsk Region", which currently includes more than 24 thousand descriptions of articles from district, city and regional periodicals. The creation of electronic local history resources for rural libraries is still a new direction, but it has great prospects, as evidenced by the interest in them from the residents of the region.

With a rich documentary and material base, libraries become the initiators of the creation of museums, ethnographic corners, and craft workshops. Libraries also contribute to the organization of local history corners and circles in schools, technical schools, and colleges.

The Teguldet Central Library has a local history department created on the basis of the funds of the local museum of local lore. In 2001, the museum's funds were transferred to the district library as a local history department. The department has four permanent exhibitions: "Room of Military Glory", "Russian Hut", "Room of Crafts",

"The animal world of the Teguldet taiga". The expositions, regularly replenished by the villagers, are actively used for educational activities with students of secondary schools and vocational schools.

In 2014, in the village of Vavilovka, Bakcharsky district, the opening of a local history museum took place, a significant contribution to the creation of which was made by the local library. The museum presents expositions dedicated to the history of the Vavilovsky rural settlement, the Great Patriotic War, the Soviet pioneers, the life of a villager of the 20th century. In with. Nyogotka of the Karga-soksky district, also with the participation of the library staff, the opening of the local history museum took place. The main part of its exposition is the interior of a village hut, icons, household items. Library with. Narym of the Parabelsky district cooperates with the Museum of Political Exile, preparing joint events, exchanging materials, organizing exhibitions of local history in the library.

An increasing number of rural libraries consider it a significant task to create museum local history corners, including: “Galkinskaya Starina” (village of Bolshaya Galka, Bakcharsky district), “Museum of Russian household items” (village of Malinovka, Tomsk region), “Origins” (village of Voronovka, Shegarsky district), “Corner of military glory” (village of Babarykino, Shegarsky district), “From grandmother’s chest” (village of Volodino, Krivosheinsky district), “ In a Russian hut” (Staritsa village, Parabelsky district), etc. Readers take part in the creation and development of such corners, replenishing them with exhibits related to the history of their families.

All library museums and local history corners fulfill a common goal - the preservation of the historical and cultural heritage of the region, the revival of the spiritual values ​​of the past, the popularization of folklore, folk crafts, crafts.

Historical local history has a huge educational potential. A person acquires basic knowledge about his native land in childhood, therefore, the primary task facing librarians is to awaken young readers' interest and respect for the history, customs and traditions of their people, to promote the organization of search, research and creative activities. A number of rural libraries constantly conduct local history lessons for schoolchildren and students, work on the patriotic education of the younger generation. Local history and ecological educational programs of the library are also developed for children's summer camps.

Forms of work with children and adolescents are different. For example, the Molchanov Library cooperates with the Poisk group organized at the School Museum of Military Glory, the Krivoshein Library regularly holds meetings with students of the branch of the Tomsk Economic and Industrial College. On the basis of the Kargasok Library, the “School of Local History Knowledge” has been operating for more than ten years, the main task of which is to provide systematic knowledge about the history, culture, ethnography and ecology of the small homeland. Classes are held in the form of lessons lasting 40 - 45 minutes and include a lecture part, video material and discussion of the topic. Among the topics

The library is able to consolidate the local community in the study of cultural heritage, to give impetus to local history research. An effective way to unite readers, draw their attention to the preservation and study of the heritage of the region is the organization of club work. There are clubs in the libraries for both adults and children and adolescents: "Rarity" (village of Kargasok), "Local History" (village of Krivosheino), "Origins" (village of Bolshaya Galka, Bakcharsky district), "Remember and honor" (village of Novoilinka, Shegarsky district), "Young local historians" (village of Trubachevo, Shegarsky district), etc. residents, studying the genealogy of representatives of the local community, compiling a genealogy of childbirth. Rural houses of culture, archives, and schools are involved in the search work.

The activation of the population's activity in studying the region is facilitated by creative competitions developed and conducted by library staff. Librarians themselves take part in various competitions and projects. For example, L. I. Work in a similar direction is carried out in the Teguldet Library. The indigenous small people of the territory of the region - the Chulyms (an ethnic group that appeared in the 17th - 18th centuries as a result of a mixture of Turkic groups and Yenisei Kyrgyz with small groups of Selkups and Kets) today is losing its language, customs and traditions. Therefore, the local history department of the library took on the important task of “trying to instill in them a sense of pride in their people and a desire to preserve what the old-timers can still pass on to future generations.” Employee-

A significant part of local history work is occupied by literary local history. The libraries host literary evenings, readings dedicated to the work of Tomsk writers, exhibitions of their works, creative meetings and presentations. Literary and creative associations and clubs uniting authors and readers are created at libraries. For example, "Alekseevskaya Zaimka" in the Zyryansk library, "Lira" of the library with. In most libraries there are no publishing houses, designed as an independent structure. Publishing work in this case is carried out by employees of the departments of maintenance, automation, methodological and bibliographic departments. Only a few regional libraries have experience in creating and operating their own publishing centers. Libraries publish from 4 to 40 titles of printed matter per year with a circulation of no more than 50 copies.

Libraries publish bibliographic indexes, digests, library newspapers and magazines, recommendatory lists of literature. For example, to the 80th anniversary of the Asinovsky district in 2012-2013. The library staff carried out extensive work on the preparation of a series of recommendatory lists of references: "Baturinskoe rural settlement", "Novokuskovskoe rural settlement", "Bolshedorokhovskoe rural settlement", etc. All lists include historical and geographical information about the settlements, are provided with auxiliary reference material.

Another important area of ​​publishing activities of rural libraries is the publication of literary works by local authors. In the publishing center "Kedr" of the Krivosheinsky Library, active work is underway to prepare for the publication

collections of poetry collections of poets-countrymen, the project "New Name" is being implemented in the Kargasok library, within the framework of which literary works of writers of the region are published. Currently, the placement of their electronic versions on websites allows you to save on the production of printed editions. Some of the publications presented on library websites duplicate printed copies, some exist only in electronic form. For example, the literary and artistic local history online journal of the Kargasok library "Taiga Lyra" does not involve the preparation of a printed version. Its task is to acquaint readers not only with writers, but also with artists whose work is associated with the region, so each issue of the magazine is accompanied by a story about one of them and a selection of reproductions of paintings.

Libraries have experience in issuing materials on SB and B"UB disks. In 2011, the staff of the Kargasok Library prepared a gift collection

SB-disc lecture "Electronic local history ART-gallery", consisting of four discs with multimedia presentations dedicated to the work of local artists.

Problems faced by employees in the implementation of publishing activities - insufficient funding, lack of time to prepare publications, lack of specialists. In addition, the technical capabilities of libraries do not always allow us to implement our plans. Publishing activity occupies a significant place in the work of rural libraries, working on its image, making a significant contribution to the preservation of the cultural heritage of the region, becoming a link in the transfer of accumulated knowledge to society.

The most important task of the public today is to preserve in the cultural heritage everything that is worthy of the memory of current and future generations, as well as to make the cultural heritage accessible to the population, in demand and relevant. Thanks to the activities of libraries, the historical and cultural heritage of the region is preserved and popularized, and the inhabitants of the villages and villages of the region become acquainted with it.

The city of Nizhny Tagil has unique historical and cultural monuments, being one of the centers of not only the Urals, but also the Russian metallurgical industry. The priority direction of the city policy is the popularization of the historical heritage of our region.

In accordance with the Decree of the Collegium of the Ministry of Culture of the RSFSR, the Collegium of the Gosstroy of the RSFSR and the Presidium of the Central Council and VOOPIK "On approval of a new list of historically populated places in the Russian Federation", adopted in 1990, the city of Nizhny Tagil received the status of historical. Despite the difficulties of the transitional period of the 90s, the city of Nizhny Tagil managed to preserve almost all immovable monuments of history and culture.

On the territory of the city there are 84 immovable objects of cultural heritage of various forms of ownership, which are registered as historical and cultural monuments of federal and regional significance, and 38 objects of local (municipal) significance. In terms of the number of immovable monuments of history and culture, the city of Nizhny Tagil ranks second in the Sverdlovsk region after Yekaterinburg. There are more than ten objects of cultural heritage in the city, which must be subjected to historical and cultural expertise in order to give them the official status of historical and cultural monuments of local (municipal) significance. Eleven monuments of municipal significance were transferred to the balance of the Museum of Fine Arts, in the structure of which the Department of Urban Sculpture functions. At the initiative of the City Administration, the process of restoration of these monuments has begun. The issue of restoration of three monuments of monumental art has not been resolved: a memorial sign at the site of the plane crash on May 9, 1993, a monument at the site of battles during the civil war in the village of Gorbunovo and a monument to police officers who died in the line of duty. The construction of two new monuments of monumental art began: the monument to N.N. Demidov and a monument to the victims of political repression. However, the city does not have an approved development plan for monumental monuments and landscape gardening sculptures.

Federal Law No. 258-FZ of December 29, 2006 “On Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Improvement and Delimitation of Powers” ​​prescribes the performance of the functions of state protection of monuments of local (municipal) significance to local authorities, but due to the lack of necessary by-laws at the regional level, the Department of Culture of the City Administration does not have the status of a specially authorized executive body in the field of protection of monuments of local importance.

Museum expositions, immovable monuments of history and culture are a means of open access to cultural heritage. On the territory of the city of Nizhny Tagil there are 13 museums: 3 museums of municipal significance, 10 museums of large enterprises and 49 museum expositions in educational institutions of the city. Under the Department of Culture of the City Administration, there is a Council for the Preservation and Promotion of Cultural and Historical Heritage, which unites all municipal and large departmental museums of the city, which discusses topical problems of protection, conservation, use and promotion of the rich cultural and historical heritage of the city of Nizhny Tagil.

Together with the Department of Education of the Administration of the city of Nizhny Tagil, once every five years, an attestation of school museums is carried out, in which museum employees take part as experts. In addition, joint exhibitions and events are organized, such as: meetings of the city association of school museums, a permanent seminar for school museum directors and employees.

According to the Decree of the Government of the Russian Federation "Social Norms and Norms in the Sphere of Culture" dated July 3, 1997 No. 1063-r, cities with a population of over 100 thousand people are required to have at least five museums and at least one exhibition hall in each administrative district of the city. Nizhny Tagil has a sufficient number of museums. Exhibition halls are open in departmental museums in each district, but there are no exhibition spaces in remote microdistricts. The total number of authentic items in the museums of the city is more than 600 thousand units. Every year more than 200 thousand guests and residents of the city get acquainted with the museum expositions.

However, the premises of museums are poorly suited for storing funds and do not have the required number of exhibition spaces. Outdated museum equipment does not allow efficient use of existing space, including storage facilities. A number of objects of municipal museums are not equipped with modern effective burglar alarms and surveillance systems.

Due to objective reasons, a significant part of museum collections is not available to visitors, but is quite widely in demand. Electronic catalogs and information systems make it possible to provide access to museum collections. Most of the city's museums do not have the necessary technical base for storing information on modern electronic media.

In order to preserve the cultural heritage, improve the activities of museums, historical and cultural territories and objects of the city, the project of the industrial and landscape park "Demidov-Park" was created, supported by scientists and researchers from the world's leading museums, including the international organizations ISOM and TISSIN and the XII World Congress for the Preservation of Industrial Heritage.

The presence in the city of unique historical and cultural values ​​creates prerequisites for the development of tourism. The development of tourism will make it possible to intensify the flow of investments in the economy of our city. At the moment, sufficiently attractive conditions have not yet been created to increase the mass tourist flow to our city: there is no modern complex of the tourism industry, systematic development and implementation of tourism programs and routes, promotion and popularization of the tourism potential of Nizhny Tagil in the national and international tourism markets.
